The book identifies foundations on which bridges can be built, attempting to turn away from thinking of migration in terms of 'them ' and 'us', of public health in terms of protection, and from conceptualizing AIDS in terms of the infected and the non-infected. It is hoped that readers will take up the challenge, turn towards groups too often ignored, and ultimately work towards social justice and equity.

Enclosures are among the most widely distributed features of the European Iron Age. From fortifications to field systems, they demarcate territories and settlements, sanctuaries and central places, burials and ancestral grounds. This dividing of the physical and the mental landscape between an inside and an outside is investigated anew in a series of essays by some of the leading scholars on the topic. The contributions cover new ground, from Scotland to Spain, between France and the Eurasian steppe, on how concepts and communities were created as well as exploring specific aspects and broader notions of how humans marked, bounded and guarded landscapes in order to connect across space and time. A recurring theme considers how Iron Age enclosures created, curated, formed or deconstructed memory and identity, and how by enclosing space, these communities opened links to an earlier past in order to understand or express their Iron Age presence. "This paper investigates the leading causes of nonperforming loans during the economic and banking crises that affected a large number of countries in Sub-Saharan Africa in the 1990s. Empirical analysis shows a dramatic increase in these loans and extremely high credit risk, with significant differences between the CFA and non-CFA countries, and substantially higher financial costs for the latter sub-panel of countries. The results also highlight a strong causality between these loans and economic growth, real exchange rate appreciation, the real interest rate, net interest margins, and interbank loans consistent with the causality and econometric analysis, which reveal the significance of macroeconomic and microeconomic factors. The dramatic increase in these loans is largely driven by macroeconomic volatility and reflects the vulnerability of undiversified African economies, which remain heavily exposed to external shocks. Simulated results show that macroeconomic stability and economic growth are associated with a declining level of nonperforming loans; whereas adverse macroeconomic shocks coupled with higher cost of capital and lower interest margins are associated with a rising scope of nonperforming loans. These results are supported by long-term estimates of nonperforming loans derived from pseudo panel-based prediction models. "--World Bank web site.

To many observers, Rwanda was a colony of the White Fathers. That Roman Catholic religious order, created in Algiers in 1868 by Cardinal Lavigerie, evangelized the country from 1900 onwards, effectively becoming the state church. To maintain its domination, the Roman Catholic Church's hierarchy supported the theory of the so-called hamite supremacy by selecting, educating, and establishing an elite among one of the three Rwandan social groups, the Batutsi, who were given the monopoly of power. Frustrations and recriminations that resulted from this injustice and its accompanying exclusion of other groups from power, led to the bloodshed of the uprisings of the 1959 revolution that preceded independence in 1962. Then, in 1959, the Roman Catholic Church abandoned the Batutsi in favour of the Bahutu majority. From 1973 to 1994, both Catholic and Protestant leaders entered into close political relations with the regime of the MRND (Mouvement RŽvolutionnaire National pour le DŽveloppement), which alienated them from the people of Rwanda when human rights abuses were widespread, culminating in the war in 1990 and the genocide of 1994. If the church's mission remains that of teaching and evidencing love, justice and righteousness (Micah 6:8), there is the need for it to recover its credibility so that it can play its part in the healing and reconciliation of the country, and this can only be done through its confession and repentance of it failures and complicity in the tragedies.

In the past decade there have been significant changes in the operations of security and intelligence agencies throughout Europe. Those in the former Eastern Europe have undergone the most obvious changes in their targets and the legal context within which they operate, but these changes have affected all the agencies to some extent. It is these changes that will provide the context of structures and processes through which the agencies will respond to the September 11, 2001 attack on New York and Washington. This edited collection of papers by an international group of experts in the study of security and intelligence examines recent and current developments in the light of the rule of law and democracy and specifically addresses a number of common themes. Firstly, security and intelligence agencies are placed within the broader context of their parent state, including whether their powers originate in legislation or executive decree and the form of oversight. Secondly, the types of agency - civilian, military, foreign and domestic - are considered in the context of their historical development, including the transition from authoritarian to liberal state forms. Thirdly, the changes in their mandate and targets are discussed, in particular, towards 'terrorism', 'transnational organized crime' and economic intelligence. Finally, each author considers the enduring issue of how the impact of security and intelligence agencies is to be assessed in terms both of security and human rights. This book represents the first systematic attempt to present a collection of contemporary studies on the shifts in this crucial aspect of the operation of all states, and to do so within a framework of common themes. Although significant differences remain in the operation of security intelligence, all the authors highlight the common dilemmas that accompany the attempt to provide security but to do so democratically.
