He is a director in the Chesapeake and Ohio Railway, the Erie Railroad, the Chicago, Milwaukee and St. Paul Railway, the Northern Pacific Railway, the Central of Georgia Railway, the Cincinnati, New Orleans and Texas Pacific Railway, and the West End Street Railway, of Boston; a director in the Lawyers' Surety Company, of New York; a trustee of the Street Railway and Illuminating Trust, which was created to take over from the General Electric Company several millions of miscel laneous securities as a means of financing that company in the panic of 1893; and it is understood that Mr. Spencer also occupies the posi tion of arbitrator between the General Electric and Westinghouse Electric companies, in their agreement for the adjustment from time to time of their patent interests. Excerpt from The Street Surface Railway Franchises of New York City IN recent years there has been considerable agitation for municipal ownership of the street surface railways of New York city. In this monograph an attempt has been made to trace the franchise history of the street surface railways of Manhattan Island and to point out in connection there with so-me of the difficulties which will be met in any pro gram for municipalization. According to statistics pub lished in 1913 by the Public Service Commission of the First District of the State of New York, seven hundred and twenty-six railway companies have been organized to operate routes steam, surface, elevated, and subway within the present limits of Greater New York. Over four hundred and fifty of these are now extinct, about two hun dred of the remainder have lost their identity by merger, mortgage foreclosure, or change of name, and of the others, many are operating under lease or agreement. The follow ing investigation is limited to the surface railways of Man hattan and to those companies whose lines were consoli dated in forming the present street railway systems. No attempt has been made in this thesis to give a detailed ac count of the financial history of the street surface railways. Although it has been found necessary to make frequent reference to this exceedingly interesting phase of the life of the street railway corporations. The underground railway construction company was organized for the purpose of building Subway, Elevated or Surface Railways in the city of new-york. It has taken the contract to construct the subway railways of the new-york District Railway. The Broadway division will be constructed from the bowling-green. Thence up Broadway to Union Square, to its junction with the Fourteenth street division, thence up Broadway to Madison Square, to the junction of its east and west divisions, and thence by way of Madison Avenue, to and under the Harlem River, to a junction with the main lines of railway which enter new-york from the north and east. The Fourteenth street and Twenty-third street divisions will commence at the west side of Ninth Avenue, and the east side of Second Avenue, respectively, thence running to the junction at Union and Madison Squares. The western division will commence at Madison Square, and follow the line of Broadway to Fifty-ninth street at Eighth Avenue, about thirteen miles in all. It also proposes to construct the railways of the new-york Under ground Railway Company and the Broadway Underground Connecting Rail way Company.
