Used widely within the security services and picked up by academia, the term was initially coined by the General Intelligence and Security Service of the Netherlands (AIVD) after the 9/11 and Pentagon attacks, an origin that is rarely recognised. Based on ethnographic research in Belgium, The Netherlands, and Germany, this book presents a novel approach to studying Muslim militant activism. While much existing research focuses on the process of radicalization, these authors introduce a different set of questions that investigate specific modes of activism, and their engagement with dominant discourses and practices in media and state policies. Drawing on social movement theory and Foucault’s work on counter-conduct, this research explores how daʿwa networks came about, and how activists developed themselves in interaction with state and media practices. Radicalization is a major challenge of contemporary global security. It conjures up images of violent ideologies, “homegrown” terrorists and jihad in both the academic sphere and among security and defense experts. While the first instances of religious radicalization were initially limited to second-generation Muslim immigrants, significant changes are currently impacting this phenomenon. Technology is said to amplify the dissemination of radicalism, though there remains uncertainty as to the exact weight of technology on radical behaviors. Moreover, far from being restricted to young men of Muslim heritage suffering from a feeling of social relegation, radicalism concerns a significant number of converted Muslims, women and more heterogeneous profiles (social, academic and geographic), as well as individuals that give the appearance of being fully integrated in the host society. The study of violent extremism has seen a great deal of academic and practitioner focus on the processes of radicalization, and strategies to counter and de-radicalize extremists. Comparatively, little has been written on the subject of Diversion – early, upstream interventions aimed at deflecting individuals from a pathway of radicalization. This volume addresses this gap in scholarship by analyzing the strategies being deployed worldwide, aimed at diverting or deflecting individuals, and communities, from the path of radicalization. Disengagement – which is often necessary when one has already progressed past the 'at-risk' stage – is also addressed, given that social workers, counselors and other practitioners do not necessarily find the distinction between the two a critical issue in practice. The topics of extremism, violent extremism, and radicalization leading to terrorism have constituted an increasingly prominent area of policy interest and donor support in recent years, globally and in the western Balkans. Counterterrorism initiatives, as well as efforts to prevent and counter violent extremism (P/CVE), often reveal the need for broader reform, peacebuilding, and democratization strategies. While foreign donors and domestic authorities tend to focus on ISIS-inspired violent jihadism, in many countries in the region, and particularly in the case of Serbia, there are other forms of extremism—namely far-right nationalism, violent hooliganism, and neo-Nazi movements—that are often considered to be more of an imminent threat, particularly as they are often viewed as examples of “normalized” political expression. The dynamics of reciprocal radicalization, in which competing extremisms feed off of, reinforce, and even need one another, can create seemingly intractable conflict spirals of escalation and violence. This volume explores these dynamics in Serbia through original research, taking fresh perspectives that demonstrate that Serbia is vulnerable to many types of extremism, which can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades. This broad and holistic approach is important for Serbia and its neighbors as the security lens through which most research has been focused to date has done little to explain the deep and structural dynamics of radicalization and extremism in the region.
