This widely hailed study examines the reasons behind the quick demise of Radical Reconstruction in Georgia. Edmund L. Drago shows that a primary factor was, ironically, the extraordinary fairness on the part of the state's black leaders in dealing with their former masters. Lacking the sizable and experienced antebellum free-black class that existed in such states as South Carolina and Louisiana, Georgia's former slaves turned to their ministers for political leadership. Otherworldly and fatalistic, the ministers preached a message in which all people, even slaveholders, were deserving of God's mercy. Translated into politics, this message quickly and predictably brought disaster. Shortly after the black delegation to the state constitutional convention of 1867-1868 refused to support a provision guaranteeing blacks the right to hold office, blacks were expelled from the state legislature. Only then did the minister-politicians realize that they would have to become more militant and black-oriented if they were to challenge white supremacy. Propelled by this newfound toughness, they were soon able to achieve a limited success by bringing about the Second Reconstruction of Georgia. In the preface to this new edition, Drago surveys recent writing on Reconstruction and, drawing upon his own research on black leadership in South Carolina, compares experiences in that state to those in Georgia. It is time, he says, to give greater consideration to the role black women played in shaping politics and to the emergence of a black conservative political tradition. He also suggests that revisionists, in reacting to the racism in traditional histories, have sometimes glossed over issues of corruption and the black politician.

Was public education simply a vehicle used by Protestant elites to impose their cultural ideas upon recalcitrant immigrants? In The Politics of School Reform, 1870-1940, Paul E. Peterson challenges such standard, revisionist interpretations of American educational history. Urban public schools, he argues, were part of a politically pluralistic society. Their growth—both in political power and in sheer numbers—had as much to do with the demands and influence of trade unions, immigrant groups, and the public more generally as it did with the actions of social and economic elites. Drawing upon rarely examined archival data, Peterson demonstrates that widespread public backing for the common school existed in Atlanta, Chicago, and San Francisco. He finds little evidence of systematic discrimination against white immigrants, at least with respect to classroom crowding and teaching assignments. Instead, his research uncovers solid trade union and other working-class support for compulsory education, adequate school financing, and curricular modernization. Urban reformers campaigned assiduously for fiscally sound, politically strong public schools. Often they had at least as much support from trade unionists as from business elites. In fact it was the business-backed machine politicians—from San Francisco's William Buckley to Chicago's Edward Kelly—who deprived the schools of funds. To Build Our Lives Together chronicles the emergence of the network of churches, fraternal organizations, and social clubs through which black Atlantans pursued the goals of adequate schooling, more influence in local politics, and greater access to municipal services. Underpinning these efforts were the notions of racial solidarity and uplift. Yet as Atlanta's black population grew--from two thousand in 1860 to forty thousand at the turn of the century--its community had to struggle not only with the dangers and caprices of white laws and customs but also with internal divisions of status and class. Among other topics, Dorsey discusses the boomtown atmosphere of post-Civil War Atlanta that lent itself so well to black community formation; the diversity of black church life in the city; the role of Atlanta's black colleges in facilitating economic prosperity and upward mobility; and the ways that white political retrenchment across Georgia played itself out in Atlanta. Throughout, Dorsey shows how black Atlantans adapted the cultures, traditions, and survival mechanisms of slavery to the new circumstances of freedom. Although white public opinion endorsed racial uplift, whites inevitably resented black Atlantans who achieved some measure of success. The Atlanta race riot of 1906, which marks the end of this study, was no aberration, Dorsey argues, but the inevitable outcome of years of accumulated white apprehensions about black strivings for social equality and economic success.
