Book Description
The Clinton administration's National Performance Review of the federal government (also called the Reinventing Government Initiative) is the eleventh effort this century to improve the executive branch and reform the federal service. Most previous efforts have faltered. How can present and future recommendations avoid the same fate? This book provides practical and timely guidance to those trying to improve government performance. The focus of successful attempts, the authors argue, should be sustained evolution, not bursts of invention aimed at sweeping transformation. Specific proposals address ways to change government over the long term, ways to streamline bureaucracy, attract more resourceful and innovative workers, and make agencies more responsive to their customers, the citizens.

Book Description
The 'managing for results' movement that began in the early 1990s has now reached adolescence and is creating new challenges for government managers. After spending years creating planning and performance-measuring systems, managers and policy makers now need to focus on how to use performance information to make data-driven decisions. Managing Results for 2005 describes--through a series of case studies--the progress being made in federal, state, and local governments in managing for results. Part I increases our understanding about the potential use of performance information in government. It starts with a chapter on how government leaders can overcome obstacles to using performance information. Another chapter presents a comprehensive framework for tying performance to the budget process. The book provides specific examples of how performance information has been used to dramatically improve program outcomes. Part II presents case studies on the use of performance information to improve results in a range of federal agencies, in Texas state government, and in the City of Baltimore. As pioneering efforts, these examples do not all present success stories; nevertheless, the lessons learned will be instructive to public managers as the 'managing for results' movement advances toward maturity.

Book Description
After working for nearly three years to improve the performance of the government of Flint, Michigan—and discovering that there was no comprehensive work on the subject of local-government management to refer to—Brian Rapp and Frank M. Patitucci felt a personal as well as a professional need to write a book that would help them understand their successes and failures, and that would help others do a better job in similar situations. The result, this book, is unique both in its approach and in its presentation. The authors, establishing a conceptual framework within which to understand their subject, use Flint as a case city to examine the practical impact of factors affecting city government, and they indicate the major standards and criteria that should be applied in evaluating that impact. Although they recognize that within each city there are unique conditions that make a blanket prescription impossible, the authors are nevertheless convinced that many individuals both in and out of government can do something to improve the performance of their city government, and they have set out to help these individuals understand, in the most concrete terms possible, how they might go about it.

Book Description
Government departments have been set targets for implementing efficiency gains of £21.5 billion a year by 2007-08, as part of the Treasury's Efficiency Programme following on from the recommendations of the Gershon Review of public sector efficiency (available at http://www.hm-treasury.gov.uk./spending_review/spend_sr04/associated_documents/spending_sr04_efficiency.cfm) published in July 2004. This NAO report examines the progress made towards improving efficiency and highlights examples of good practice from which departments and the wider public sector can learn. A companion volume of case studies is available separately (HCP 802-II, session 2005-06, ISBN 0102937095). The report finds that good progress is being made towards achieving the £21.5 billion target and departments are managing their efficiency programmes well. However, some caution is needed in assessing the gains reported so far (due to the time lags in reporting of data and limitations in measurement methodologies) and therefore these should be considered provisional and subject to further verification. Six key areas are highlighted for future improvements in public sector efficiency, including in relation to strategic leadership, staff expertise and greater collaboration to share good practice across the public sector.
