Major data limitations arise within the realm of assessing services trade restrictiveness measures among Commonwealth countries, many of which overwhelmingly depend on this sector for growth and jobs. Quantifying the Barriers to Services Trade in the Commonwealth focuses on addressing policy barriers within services sectors in Kenya and Rwanda, including commercial banking, distribution and road transportation, which are key enablers of trade. Our findings suggest many policy barriers are crosscutting issues, rather than sector specific. Moreover, there is a degree of regulatory convergence with other Commonwealth countries included in the OECD’s trade restrictiveness database, which helps to reduce trade costs.

As tariffs on imports of manufactures have been reduced as a result of multi-lateral trade negotiations, interest in the extent to which existing nontariff barriers may distort and restrict international trade is growing. Accurate and reliable measures are needed in order to address the issues involving the use and impacts of nontariff barriers. This study assesses currently available methods for quantifying such barriers and makes recommendations as to those methods that can be most effectively employed. The authors focus both on the conceptual issues arising in the measurement of the different types of nontariff barriers and on the applied research that has been carried out in studies prepared by country members of the OECD Pilot Group and others seeking to quantify the barriers. Nontariff barriers include quotas, variable levies, voluntary export restraints, government procurement regulations, domestic subsidies, and antidumping and countervailing duty measures. The authors discuss the many different methods available for measuring the effects of these and other nontariff barriers. What are the characteristics of current intra-Commonwealth trade, and how can it be encouraged to grow?Trading on Commonwealth Ties identifies opportunities for stimulating trade within the Commonwealth, but warns against setting up a free trade agreement across the member states. Chris Milner argues that while the idea of trying to build a Commonwealth free trade agreement may hold enormous appeal, it is fraught with legal, administrative and political difficulties. He identifies improving trade infrastructure - particularly roads, railways and port facilities - as a key means of lowering trading costs and boosting trade both within the Commonwealth and with non-Commonwealth countries.Intra-Commonwealth trade currently generates about US$225 billion a year in export trade for member countries, which is equivalent to about 16 per cent of Commonwealth countries' total exports. This is a substantial volume of trading activity, but overall the bulk of Commonwealth countries' trade is with countries outside the Commonwealth. Deep trade agreements (DTAs) cover not just trade but additional policy areas, such as international flows of investment and labor and the protection of intellectual property rights and the environment. Their goal is integration beyond trade or deep integration. These agreements matter for economic development. Their rules influence how countries (and hence, the people and firms that live and operate within them) transact, invest, work, and ultimately, develop. Trade and investment regimes determine the extent of economic integration, competition rules affect economic efficiency, intellectual property rights matter for innovation, and environmental and labor rules contribute to environmental and social outcomes. This Handbook provides the tools and data needed to analyze these new dimensions of integration and to assess the content and consequences of DTAs.
