The Indo-Pacific is amongst the most important strategic areas in the world today. The four vibrant, committed democracies spanning the Indo-PacificIndia, USA, Japan and Australia have joined hands in a Track II dialogue to discuss their common security interests, including management of the China challenge, in what has come to be known as the Quad. In 2013, The Heritage Foundation, Vivekananda International Foundation (VIF), The Tokyo Foundation and the Australian Strategic Policy Institute (ASPI) came together in Canberra, Australia to reinvigorate efforts for the Quadrilateral Strategic Dialogue. In an effort to expand the dialogue to other democracies with a strategic stake, scholars from the Philippines and Indonesia were also included. The day-and-a-half Quad Plus Dialogue revolved around several papers prepared by select participants, discussants assigned to critique the papers, and roundtable discussion. The papers, as revised, follow in this volume. The plan of the partner organisations is to continue the dialogue indefinitely on an annual basis and rotate the plus role among other democratic stakeholders in the region. This thought-provoking book, with contributions by well-known analysts and experts from the Quad Plus countries, provides insights into the challenges being faced in the Indo-Pacific and the extent of engagement amongst the democracies of the area in meeting them.

While US-centred bilateralism and ASEAN-led multilateralism have largely dominated the post-Cold War regional security architecture in the Indo-Pacific, increasing doubts about their effectiveness have resulted in countries turning to alternative forms of cooperation, such as minilateral arrangements. Compared to multilateral groupings, minilateral platforms are smaller in size, as well as more exclusive, flexible and functional. Both China and the US have contributed to minilateral initiatives in the Indo-Pacific. In the case of the former, there is the Lancang-Mekong Cooperation mechanism—involving China, Cambodia, Laos, Myanmar, Thailand and Vietnam—established in 2015. In the twenty-first century, the Indo-Pacific, which spans from the western Pacific Ocean to the western Indian Ocean along the eastern coast of Africa, has emerged as a crucial geostrategic region for trade, investment, energy supplies, cooperation, and competition. It presents complex maritime security challenges and interlocking economic interests that require the development of an overarching multilateral security framework. This volume develops common approaches by focusing on geopolitical challenges, transnational security concerns, and multilateral institution-building and cooperation. The chapters, written by a cross-section of practitioners, diplomats, policymakers, and scholars from the three major powers discussed (United States, China, India) explain the opportunities and risks in the Indo-Pacific region and identify specific naval measures needed to enhance maritime security in the region. Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation.
