It is well known that pure public goods are underprovided in static games with private, voluntary contributions. Public provision is usually modeled using a median voter framework, in which the public good is funded by a proportional income tax. This paper compares the private and public provision of public goods in dynamic settings. With private provision, it is possible to sustain cooperation and provide the public good efficiently. With public provision, dynamic majority-rule solutions exist even when taxes are not restricted to be proportional to income; thus, income redistribution can be chosen jointly with the level of the public good. At low discount factors, private provision tends to result in lower levels of the public good relative to public provision. As patience increases, however, public provision results in lower levels of the public good than private provision. This occurs because higher levels of income redistribution are sustainable under public provision. Such redistribution becomes increasingly feasible at higher discount factors, resulting in income subsidies for particular groups instead of higher levels of the public good. In contrast, under private provision, all groups are forced to settle for increases in the level of the public good. In terms of financing the public good, private provision tends to result in benefit taxation, with little variation in individual contribution rates. Public provision allows a wider range of tax rates, although there is a tendency towards benefit taxation when preferences vary and progressive taxation when incomes vary.

The night-watchman state role of providing security is instead offered by private prisons and security guards. Legitimized by the argument of efficiency gains, social security including public housing, pensions, unemployment insurance and health care are all being gradually privatized. This book argues that on the basis of efficiency, morality and equality there is still an overwhelming need for public intervention – the res publica. Although the state still funds and regulates core domains, it provides fewer and fewer visible goods. The authors show how this apparent invisibility of the state presents serious challenges for both income equality and democracy.

Scholarly discussions on economic development in history, specifically those linked to industrialization or modern economic growth, have paid great attention to the formation and development of the market economy as a set of institutions able to augment people’s welfare. The role of specific nonmarket practices for promoting the economic development and welfare has been a distinct concern, typically involving discussion of the state’s economic policies. How have societies tackled those issues that the market did not? To what extent did those solutions reflect the structure of an economy? Public Goods Provision in the Early Modern Economy explores these questions by investigating efforts made for the provision of "public goods" in early modern economies from the perspective of Japanese socioeconomic history during Tokugawa era (1603–1868), and by comparing those cases with others from Europe and China’s economic history. The contributors focus on three areas of inquiry—early modern era welfare policies for the poor, infrastructure, and forest management—to provide both a unique perspective on Japanese public finance at local levels and a vantage point outside of Europe to encourage a more global view of early modern political economies that shaped subsequent modern transformations.
