The Australian Government asked the Commission to evaluate the economic, social and environmental returns on this investment. The main message from the Commission's report is that there are widespread economic, social and environmental benefits to Australia from supporting science and innovation. However, the Commission identified a number of stresses in the science and innovation system that need resolution. The Commission proposes changes to certain business programs, including the R&D tax concession. It believes there is a better chance of stimulating R&D in the business sector if changes are made to the design and scope of the tax concession. The Commission also makes findings in relation to program evaluation, governance issues and intellectual property frameworks. The Commission canvasses some options that might increase the possibility of net benefits from the recent Government decision to adopt the Research Quality Framework. The Commission favours a scheme that is more strongly weighted against the poorest research performers than apparently currently envisaged. But as the Research Quality Framework evolves, the Commission suggests the use of a lower cost, risk minimisation approach that only applies to poor performing areas in universities.

Innovation has been a major engine of American economic and societal progress. It has increased per capita income more than sevenfold since the 19th century, has added three decades to the average lifespan, has revolutionized the way we communicate and share information, and has made the United States the strongest military power in the world. Without its historical leadership in innovation, the United States would be a very different country than it is today. Trends in the Innovation Ecosystem is the summary of two workshops hosted by the Committee on Science, Engineering, and Public Policy (COSEPUP) of the National Academy of Sciences, National Academy of Engineering, and Institute of Medicine in February and May, 2013. Experts from industry, academia, and finance met to discuss the challenges involved in innovation pathways. Both workshops focused on the interactions between research universities and industry and the concept of innovation as a "culture" as opposed to an operational method. The goal was to gain a better understanding of what key factors contributed to successful innovations in the past, how today's environment might necessitate changes in strategy, and what changes are likely to occur in the future in the context of a global innovation ecosystem. Economic individualism and market-based values dominate today's policymaking and public management circles—often at the expense of the common good. In his new book, Barry Bozeman demonstrates the continuing need for public interest theory in government. Public Values and Public Interest offers a direct theoretical challenge to the "utility of economic individualism," the prevailing political theory in the western world. The book's arguments are steeped in a practical and practicable theory that advances public interest as a viable and important measure in any analysis of policy or public administration. According to Bozeman, public interest theory offers a dynamic and flexible approach that easily adapts to changing situations and balances today's market-driven attitudes with the concepts of common good advocated by Aristotle, Saint Thomas Aquinas, John Locke, and John Dewey. In constructing the case for adopting a new governmental paradigm based on what he terms "managing publicness," Bozeman demonstrates why economic indices alone fail to adequately value social choice in many cases. He explores the implications of privatization of a wide array of governmental services—among them Social Security, defense, prisons, and water supplies.
