The chapters in this volume are based on the papers that were presented at a seminar in March 1994 organized under the auspices of the newly established ILA Committee on Legal Aspects of Sustainable Development. The seminar focused on the legal principles and international practice of sustainable development and good governance as one of its constitutive elements. The book is divided into four parts: Evolution of Concepts, Participatory Development, Development Cooperation and Human Rights, and Sensible Economic and Social Policies. They reflect the holistic concept of sustainable development advanced by the International Union for the Conservation of Nature sustainable development. This concept implies that maintaining a quality of life for many generations is socially desirable, economically viable and ecologically sustainable. The volume highlights the principle of sustainable development as a major topic in international law embodied in the international instruments agreed upon at the UN Conference on Environment and Development in Rio de Janeiro (1992). The introductory chapter discusses the interlinking of development and good governance, including human rights, democracy, and sensible economic and social policies as presented in the 1994 UN Agenda for development. The management of the economy, society and environment towards sustainability will be one of the most momentous discussions of our times. According to one author sustainable development is incompatible with continuous growth of the economy, while good governance appears to be incompatible with the achievement, within a reasonable time scale, of a non-growth society. Other provocative opinions make this volume a highly challenging source for any scholar interested in the subject.

The author uses empirical case studies of two environmental management and community development projects to document how knowledge generation is “essentially locally situated and socially derived.” In doing so she charts a path for moving beyond what Vandana Shiva so aptly describes as “monocultures of the mind.” The book argues that local and Indigenous knowledge must not be seen in opposition to scientific knowledge, as none of these knowledge traditions hold all the answers to localized socio-environmental problems. One of the more significant recommendations to emerge from UNCED in 1992 was the call in Agenda 21 for countries to develop and implement national sustainable development strategies. Most countries have responded to this challenge. However many countries also have a long history of drawing up planning exercises at this level to deal with environmental problems. 'Green planning' is now used as a shorthand term for a range of such national-level planning initiatives covering both sustainable development and environmental concerns, and countries from the North and the South can benefit from a pooling of knowledge. Getting to Grips with Greens Plans presents a cogent analysis of industrial countries' experiences in this area, drawing out lessons and observations from broad empirical experience. Part 1 provides an overview of national green planning, reviewing its origins and scope, identifying popular approaches and common processes, highlighting important issues such as participation, the influence of domestic politics, and the track record of more ambitious regional plans, and comparing approaches in developed and developing countries. Part 2 goes on to present a series of detailed case studies, drawn largely from interviews with key individuals responsible for coordinating national green planning processes. These cases come from a range of Western and Eastern European countries, the US and Canada, and Australia and New Zealand. Some of these case studies show impressive records of achievement, whilst others demonstrate potential stumbling blocks.
