Community and Consensus in Islam, first published in 1989, represented a bold attempt to introduce the role of ideas in the interpretation of Indo-Muslim politics between 1860 and the Partition of India in 1947. It questioned the widely held view at the time that Indian Muslim politics of the period could be explained by reference to pragmatic interests alone. Many of the central issues in modern Indian politics have long been understood in terms of an opposition between ideologies of secularism and communalism. Observers have argued that recent Hindu nationalism is the symptom of a crisis of Indian secularism and have blamed this on a resurgence of religion or communalism. In the Fall of 1892, Alexander Russell Webb, the American consul to the Philippine Islands, resigned his post and set off for a tour of the Indian subcontinent.
