Book Description
Public enterprises have been an integral part of the involvement of the state in the economy for most of the 20th century. After 1980, privatization has been the dominant trend until the 2008-2010 economic crisis when new nationalizations happened. Ownership is only an element of a complex system of relations between a public enterprise and its institutional environment where the role of the board of directors, the mechanisms of coordination, the role of senior civil servants, etc. come to play. Using the Canadian experience with public enterprises, we suggest in this article that public enterprises could be interesting economic policy instruments in the future as in the past if such an economic policy exists. In other words, privatization did not solve the control issue over many large enterprises. Improved corporate governance should be considered. This article aims at improving the understanding of how by focusing on various aspects of the governance of public enterprises on their potential use and work. In Canada, public enterprises have been used to face the recent global crisis but they also come from a long tradition of intervention in the economy, a tradition closer to the European than the American. After reviewing recent developments in their governance, paths for future research are proposed.

Book Description
Throughout its history, public administration has used a number of different perspectives for analyzing the discipline's theory and practice, and both mainstream and alternative lenses have produced valuable insights and prescriptions. At the same time, an individual way of looking at PA can be misleading. Alone, a solitary lens can miss critical aspects and often gives only part of the picture. Public Administration in Perspective has been specifically crafted to give new life to public administration theory and practice by helping readers view the discipline through a variety of perspectives. Designed for the capstone course in public administration programs, as well as a fresh approach for courses in PA theory and organizational theory, this unique book provides a culminating experience--bringing together what has been learned in previous MPA courses without simply rehashing old content. It offers a comprehensive guide to eleven major approaches to PA, and synthesizes them to deepen our understanding of the discipline. Each chapter in Part I describes the key features of the selected perspective--history, content, and proponents--and discusses the strengths and weaknesses related to PA theory and practice. Part II synthesizes the various perpectives, with specific implications for PA management and practice. Part III concludes with a complete overview, identifying ways in which readers can think more creatively and productively about PA, putting the perspectives themselves into perspective.

Book Description
The Handbook of Public Finance provides a definitive source, reference, and text for the field of public finance. In 18 chapters it surveys the state of the art - the tradition and breadth of the field but also its current status and recent developments. The Handbook's intellectual foundation and orientation is truly multidisciplinary. Throughout its examination of the standard material of public finance, it explores the connections between that material and such neighboring fields as political science, sociology, law, and public administration. The editors and contributors to the Handbook are distinguished scholars who write clearly and accessibly about the political economy of government budgets and their policy implications. To address the needs and interests of international scholars, they place European issues next to the American agenda and give attention to the issues of transformation in Central Eastern Europe and elsewhere. General Editors: Jürgen G. Backhaus, University of Erfurt Richard E. Wagner, George Mason University Contributors: Andy H. Barnett, Charles B. Blankart, Thomas E. Borcherding, Rainald Borck, Geoffrey Brennan, Giuseppe Eusepi, J. Stephen Ferris, Fred E. Folvary, Andrea Garzoni, Heinz Grossekettaler, Walter Hettich, Scott Hinds, Randall G.
