Children are already learning at birth, and they develop and learn at a rapid pace in their early years. This provides a critical foundation for lifelong progress, and the adults who provide for the care and the education of young children bear a great responsibility for their health, development, and learning. This program paper discusses the growing need for early childhood services, describes public and private efforts to address the issue, and outlines related plans of the Ford Foundation in 1989. After describing changes in the work force and benefits of child care programs, contents focus on: (1) programs parents now use; (2) present funding patterns; (3) the quality of services; (4) the supply of services, regarding the schools, private-public partnerships, family support services, and resource and referral agencies; (5) past support of the Ford Foundation; and (6) proposed Ford Foundation funding. The foundation's funding plan consists of three main components, which will be implemented over a 3- to 5-year period. The first entails support for research, policy analysis, and information dissemination to assist policy and program development at the national, state, and local levels. The second funds the design, immplementation, and evaluation of demonstration projects aimed at increasing the supply of family day care for infants and toddlers. The third involves support for the development, implementation, and evaluation of training to enhance the quality of all types of programs. Each component is discussed. A total of 35 references are cited, and 41 Ford Foundation grants for early childhood programs from 1983 through 1988 are listed, by grantee, title (including duration and starting date), and amount. Ensuring that children enter school ready to learn is now a well-established national goal. Dramatic changes over the past three decades in U.S. families and the economy, as well as emerging research on the importance of early brain development, have increased the demand for public investments in early childhood supports and services, especially health care, child care, and preschool education. Yet policies and programs to ensure that young children receive basic health care, that they are well-cared-for when their parents work, and that they have access to resources which enhance their social and intellectual readiness for school, have lacked a shared vision and a sustained public and private sector commitment. As a consequence, in most states and communities services have been fragmented, inequitable, and too often of poor quality. In many cases, they have also been sporadic and short-lived. As pressure mounts for communities to strengthen their commitment to families and meet the demand for services at a reasonable cost, there is also a growing eagerness to find better ways of financing programs and services to make them sustainable. Moreover, after several years of economic prosperity and public budget surpluses, the current downturn heightens the sense of urgency for improved financing strategies. The Maternal and Child Health Bureau's (MCHB) State Early Childhood Comprehensive Systems (SECCS) Initiative gives states an opportunity to think more strategically about how early childhood services are delivered and funded. This paper presents a framework to help SECCS partners develop a strategic financing approach to meet these requirements. It is intended to help SECCS partners see themselves not just as fund mappers, but as fund managers. The landscape of early learning and out-of-school-time programs in the City of Santa Monica is complex, with numerous providers and funding streams. This complexity reflects its evolution in response to changes in federal, state, and local priorities and initiatives. Future shifts in funding levels, program auspices, and other features are likely. In July 2012, the City of Santa Monica Human Services Division and the Santa Monica–Malibu Unified School District contracted with the RAND Corporation to conduct an assessment of child care programs in Santa Monica. The study was motivated in part by the perception of some stakeholders that the system of care had become fragmented and complex. Additional motivations were the uncertainty of resource streams stemming from recent and anticipated state and federal budget cuts and a desire to ensure youth well-being in the community. The project sought to assess how well Santa Monica’s child care programs meet the needs of families, including child care and early education programs serving children from birth to kindergarten entry, as well as care for school-aged children (focusing on kindergarten through eighth grade) in the hours before and after school and in the summer. Overall, recommendations for improvement focused on advancing access, quality, service delivery, and financial sustainability.

Most public funding for early care and education, as well as for other health and social services for young children and their families is categorical. Categorical funding streams are narrowly defined funding streams that support highly specialized activities and specifically targeted populations. The Maternal and Child Health Bureau's (MCHB) State Early Childhood Comprehensive Systems (SECCS) Initiative gives states an opportunity to think more strategically about how early childhood services are delivered and funded. This brief identifies financing strategies to support comprehensive systems-building efforts. The brief has been adapted from the full report entitled "Strategic Financing," which contains an index of 59 federal funding streams that are available to support early childhood programs and services. This brief also suggests strategies to address financing challenges to developing comprehensive early childhood systems. It recommends financing strategies that increase efficiency in the use of resources, create more flexibility in existing categorical funding, and build public-private partnerships. Finally, it concludes by stating that the SECCS Initiative provides opportunities to combine funding streams for child care, health care, and social services to support the building of of comprehensive early childhood systems. Policymakers and service providers can benefit from integrating financing strategies with overall planning efforts to achieve sustainability.
