The opening chapter of Public Administration: Perspectives, Management and Challenges is devoted addressing new challenges in public administration in Russia, including law requirements regarding the transparency of public policy and the difficulties surrounding their implementation. Following this, the authors assess historical and contemporary examples of innovation in Norwegian municipalities.
