El desarrollo de esta tesis comprende un análisis en el cuál se describe la importancia de la inclusión de los Estados Unidos de Norteamérica en el Protocolo de Kioto. Esté protocolo es un instrumento jurídico destinado al control y a la reducción de las emisiones de gases de efecto de invernadero, causantes del calentamiento global y otros efectos en los cambio climáticos que suceden en la Tierra. Estos gases de efecto de invernadero son emitidos por las actividades antropogénicas, y principalmente por las industrias. Para que el Protocolo de Kioto entrara en vigor se necesitó la ratificac ión de 55 países desarrollados que en total acumularan el 55% de las emisiones a nivel mundial. La problemática se desarrolla cuando el principal emisor (Estados Unidos emite el 25% de los gases mundialmente) decide rechazar el Protocolo de Kioto. Algunos de los obstáculos que declara la actual administración de los Estados Unidos para la adhesión al protocolo, se debe a que implica altos costos económicos, a la afectación en los puestos de trabajo por impleme ntar regulaciones ambientales y a que los países en desarrollo no estén obligados a reducir sus emisiones en el Protocolo de Kioto. Estos tres principales obstáculos se describen dentro de la tesis y se hace un análisis minucioso, en el que se concluyen que a través de otras alternativas si puede ser factible la inclusión de Estados Unidos al Protocolo de Kioto. Se mencionan incentivos para alentar y cambiar la decisión de los Estados Unidos. Así como, también se desarrollan cuatro propuestas única y exclusivamente para los Estados Unidos, que permita y facilite su inclusión al Protocolo. La comunidad internacional declara que es importante que los Estados Unidos reconsideren su decisión, ya que es fundamental su participación en el Protocolo. La adhesión de los Estados Unidos al citado documento, determinará el éxito que éste acuerdo tenga. Por último, se concluye que la actual administración del presidente Bush, rechaza.
