Book Description
This document presents a guidance framework for the management of phosphorus in freshwater systems. The introduction reviews the development & validation of this framework. Chapter 2 presents a review of the scientific literature on phosphorus in the aquatic environment, including properties, sources, fate, sediment interactions, parameters affecting phosphorus availability, trophic status, & effects on organisms. Chapter 3 examines a number of approaches used by other jurisdictions for setting phosphorus guidelines. Chapter 4 outlines the proposed framework-based approach for phosphorus management in which water bodies are marked for further assessment by comparing their trophic status to predefined ranges of phosphorus concentration. Chapter 5 summarizes some of the recommended assessment options currently use in Canada & other jurisdictions. Chapter 6 reviews management options that can be considered once the phosphorus concentrations have been assessed & compared to original goals for the water body. The final two chapters present case studies of implementation of this framework at Lake Simcoe in Ontario and at Kodiak Lake, Northwest Territories.

Book Description
Nitrogen discharge to the coastal environment has been increasing, posing the threat of accelerated eutrofication. Considerable research has been conducted in recent years to examine the impact of the nitrogen loading in coastal ecosystems. Based on proceedings from a SCOPE symposium held at the University of Aarhus in July of 1985, this volume covers a variety of up-to-date developments in research on nitrogen cycling in coastal marine environments. Topics include the role of nitrogen in algal productivity, regeneration of nutrients in the water column and the sediments, and the flow of nitrogen in coastal ecosystems.

Book Description
Since 1993, crime in the United States has fallen to historic lows, seeming to legitimize the country’s mix of welfare reform and mass incarceration. The Upper Limit explains how this unusual mix came about, examining how, beginning in the 1970s, declining living standards for the poor have defined social and penal policy in the United States, making welfare more restrictive and punishment harsher. François Bonnet shows how low-wage work sets the upper limit of social and penal policy, where welfare must be less attractive than low-wage work and criminal life must be less attractive than welfare. In essence, the living standards of the lowest class of workers in a society determine the upper limit for the generosity of welfare and for the humanity of punishment in that society. The Upper Limit explores the local consequences of this punitive adjustment in East New York, a Brooklyn neighborhood where crime fell in the 1990s. Bonnet argues that no meaningful penal reform can happen unless living standards and the minimum wage rise again. Enlightening and provocative, The Upper Limit provides a comprehensive theory of the evolution of social and penal policy.

Book Description
Named one of Planetizen's Top 10 Books of 2006 Hurricane Katrina not only devastated a large area of the nation's Gulf coast, it also raised fundamental questions about ways the nation can, and should, deal with the inevitable problems of economic risk and social responsibility. This volume gathers leading experts to examine lessons that Hurricane Katrina teaches us about better assessing, perceiving, and managing risks from future disasters. In the years ahead we will inevitably face more problems like those caused by Katrina, from fire, earthquake, or even a flu pandemic. America remains in the cross hairs of terrorists, while policy makers continue to grapple with important environmental and health risks. Each of these scenarios might, in itself, be relatively unlikely to occur. But it is statistically certain that we will confront such catastrophes, or perhaps one we have never imagined, and the nation and its citizenry must be prepared to act. That is the fundamental lesson of Katrina. The 20 contributors to this volume address questions of public and private roles in assessing, managing, and dealing with risk in American society and suggest strategies for moving ahead in rebuilding the Gulf coast. Contributors: Matthew Adler, Vicki Bier, Baruch Fischhoff, Kenneth R. Foster, Robert Giegengack, Peter Gosselin, Scott E. Harrington, Carolyn Kousky, Robert Meyer, Harvey G. Ryland, Brian L. Strom, Kathleen Tierney, Michael J. Trebilcock, Detlof von Winterfeldt, Jonathan Walters, Richard J. Zeckhauser.

Book Description
Expanding a port, deepening a navigation channel or creating new land for development, introduces changes to our physical, social, economic and political environment. Changes may result from events during the construction process, or relate to the nature of the completed structure. Changes can be positive or negative, short-term or long-term, and may affect the immediate vicinity of the project or a larger geographical area. Predicting and assessing all possible effects of a planned dredging activity in a scientifically-sound and reliable manner is essential, so that appropriate control measures can be taken to avoid or mitigate unwelcome impacts. This book provides guidance for a complete holistic environmental evaluation procedure and for the design and implementation of environmental control measures. The book is of particular interest to engineers, government agencies and port authorities, as well as civil engineering consultants and contractors involved in planning and designing dredging, maritime infrastructure and fluvial projects.
