New Mexico and Arizona joined the Union in 1912, despite the opposition from some of their residents. The Fiscal Case against Statehood examines the concerns of the people who lost the battle over statehood in the two territories. Moussalli examines their territorial and early state governments’ fiscal behavior and reveals that while their fears of steep increases in the cost of government were well-founded, statehood also significantly improved their governments’ accountability for their use of the public purse. She concludes that fiscal officials enabled statehood’s growth in government by improving the financial reports and processes. Moussalli examines New Mexico’s and Arizona’s financial reports before and after statehood, and compares them to the state of Nevada’s reports as a control. Through detailed, systematic analysis, Moussalli reveals the fiscal costs and accountability gains of statehood for the residents of New Mexico and Arizona.

Most American cities are now administered by appointed city managers and governed by councils chosen in nonpartisan, at-large elections. In the early twentieth century, many urban reformers claimed these structures would make city government more responsive to the popular will. But on the whole, the effects of these reforms have been to make citizens less likely to vote in local elections and local governments less representative of their constituents. How and why did this happen? Ariane Liazos examines the urban reform movement that swept through the country in the early twentieth century and its unintended consequences. Reformers hoped to make cities simultaneously more efficient and more democratic, broadening the scope of what local government should do for residents while also reconsidering how citizens should participate in their governance. However, they increasingly focused on efficiency, appealing to business groups and compromising to avoid controversial and divisive topics, including the voting rights of African Americans and women. Liazos weaves together wide-ranging nationwide analysis with in-depth case studies. She offers nuanced accounts of reform in five cities; details the activities of the National Municipal League, made up of prominent national reformers and political scientists; and analyzes quantitative data on changes in the structures of government in over three hundred cities. For over a century, dark visions of moral collapse and social disintegration in American cities spurred an anxious middle class to search for ways to restore order. In this important book, Paul Boyer explores the links between the urban reforms of the Progressive era and the long efforts of prior generations to tame the cities. He integrates the ideologies of urban crusades with an examination of the careers and the mentalities of a group of vigorous activists, including Lyman Beecher; the pioneers of the tract societies and Sunday schools; Charles Loring Brace of the Children's Aid Society; Josephine Shaw Lowell of the Charity Organization movement; the father of American playgrounds, Joseph Lee; and the eloquent city planner Daniel Hudson Burnham. Boyer describes the early attempts of Jacksonian evangelicals to recreate in the city the social equivalent of the morally homogeneous village; he also discusses later strategies that tried to exert a moral influence on urban immigrant families by voluntarist effort, including, for instance, the Charity Organizations' "friendly visitors." By the 1890s there had developed two sharply divergent trends in thinking about urban planning and social control: the bleak assessment that led to coercive strategies and the hopeful evaluation that emphasized the importance of environmental betterment as a means of urban moral control.

The readings collected in Organizational Sociology are organized so as to direct attention to the six major theoretical traditions which have emerged since the 1960s to guide research and interpretation of organizational structure and performance. The traditions reviewed are: Contingency theory, Resource dependence. Population and Community ecology, Transactions costs economics, Neo-Marxist theory and Institutional Theory. Major statements of each theory are presented together with examples of related empirical research. A concluding section provides examples of recent attempts to combine and integrate two or more of these theories, as analysts attempt to account for some aspects of organization. Rather than pitting one perspective against another, contemporary analysts are more likely to selectively combine elements from several theories in order to better understand the phenomenon of interest.
