Das Diktat der leeren Kassen und zunehmender Verschuldung des öffentlichen Sektors zwingt immer mehr Gebietskörperschaften zum Abschied von der Praxis einer expansiven Ausgabenpolitik. Beweggrund für die Privatisierung öffentlicher Unternehmensbeteiligungen ist daher oftmals eine angestrebte Entlastung des Haushalts. Diese erhofft man sich einerseits durch die Erzielung von Einnahmen in Form von Privatisierungserlösen, andererseits durch die Einsparungen von Ausgaben in Form von Subventionen, wie z.B. Zuschüsse, Zuwendungen und Verlustausgleiche. Kritik an der öffentlichen Verwaltung wird überwiegend global vorgetragen, d.h., sie bezieht sich in der Regel auf die öffentliche Verwaltung als Ganzes. Pauschalurteile sind zwar außerordentlich publikumswirksam geben aber keine konkreten Hinweise, was zu verbessern wäre. In dieser Seminararbeit wird versucht, das komplexe System Privatisierung unter verschiedenen Blickwinkeln zu konkretisieren. Abschließend sei hier noch festgehalten, dass aus Gründen der leichteren Lesbarkeit der Seminararbeit mit Substantiven männlichen Geschlechts - wie z.B.
