The Navy's Carrier Battle Groups (CBG) have traditionally supported the national defense strategy by providing overseas presence and a crisis response capability. This report discusses the policy, operational, and force structure aspects of CBG and provides possible alternatives for meeting national security requirements with fewer carriers. The Navy plans to reduce the force to 12 active carriers and an aviation training carrier by the end of FY 1995.
