L’appareil de formation des militaires est réactif et déjà largement rationalisé. Les militaires français suivent des parcours exigeants, qui font la qualité de leur engagement en opérations. Afin de conforter la place des armées dans la Nation et rester en phase avec les évolutions technologiques et sociétales, l’appareil de formation doit aujourd’hui poursuivre son ouverture vers les institutions civiles, tout en gardant ce qui constitue son ADN : développer chez ces hommes et femmes le sens de l’engagement au service des autres et du dépassement de soi. Les propositions des rapporteurs sont les suivantes : – augmenter, dans les écoles d’officiers, la proportion de places offertes aux étudiants ayant déjà accompli un premier parcours universitaire ; – encourager les grandes écoles militaires à décloisonner leurs cursus pour tendre vers des modèles d’écoles uniques, assorties d’un insigne commun ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans un autre établissement d’enseignement supérieur et accueillir, dans le même temps, une plus grande proportion d’étudiants issus de ces établissements ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans une académie militaire étrangère et accueillir, dans le même temps, une plus grande proportion de cadets issus de ces établissements ; – encourager les écoles militaires à adopter un statut d’établissement public à caractère scientifique, culturel et professionnel (EPSCP) ; – favoriser la création, dans chacune des armées, d’écoles à destination des élèves en situation d’échec scolaire, en y consacrant des moyens spécifiques ; – doter au plus vite les armées d’un outil complet de connaissance des coûts de l’appareil de formation ; – définir une méthodologie, commune aux trois armées, permettant de préparer et de développer des partenariats de formation avec les industriels ; – amplifier la féminisation des effectifs des cadres des écoles et des centres de recrutement pour promouvoir la mixité des choix de carrière des femmes.

Over the last quarter century, educational leadership as a field has developed a broad strand of research that engages issues of social justice, equity and diversity. This effort includes the work of many scholars who advocate for a variety of equity-oriented leadership preparation approaches. Critical scholarship in Education Administration and Educational Politics is concerned with questions of power and in various ways asks questions around who gets to decide. In this volume, we ask who decides how to organize schools around criteria of ability and/or disability and what these decisions imply for leadership in schools. In line with this broader critical tradition of inquiry, this volume seeks to interrogate policies, research and personnel preparation practices which constitute interactions, discourses, and institutions that construct and enact ability and disability within the disciplinary field of education leadership. To do so, we present contributions from multidisciplinary perspectives. The volume is organized around four themes: 1. Leadership and Dis/Ability: Ontology, Epistemology, and Intersectionalities; 2. In the early 1990s, French officials viewed with some concern the emerging and innovative high-technology sectors of the U.S. and British marketplace. Fearful of falling too far behind, the French government implemented a vast array of policies—from tax incentives for investing in risky high-tech start-ups to new standards for electronic signatures—designed to promote the commercialization of new economy technologies in France. The efforts have turned French innovation policy on its head. Traditional government and bank-financed research and development were replaced by private venture capital. Professionals in France's technical elite—long accustomed to a secure career track in prestigious laboratories and industrial conglomerates—began moving into risky entrepreneurial ventures. New technologies, once developed exclusively by France's national champions of the marketplace, such as Ariane, Airbus, and Renault, began to be commercialized by technology start-ups. Efforts to promote the new economy, however, have proved politically and socially contentious. Many French policymakers and public intellectuals fear that regulatory liberalization might threaten or undermine state sovereignty. Gunnar Trumbull investigates France's experience in adapting to the requirements of innovation in the new information and communications technology (ICT) sectors by focusing on events over a six-year period, from 1996 to 2002. This short stretch of time proved a crucible for French leaders and businesspeople: it saw dramatic efforts at regulatory reform; a boom in technology start-ups, venture capital, and initial public offerings; the spread of the Internet; and then a collapse in the Internet market, accompanied by a broader economic decline. The new challenges of the ICT revolution were confronted, and new policies and practices were tested and stressed. The author describes France's new technology policy as both boldly new and familiarly French. He commends the French state for continuing to play a central role in shaping France's new economy and argues that the new reforms actually reinforce the role and autonomy of the state. Acknowledging that the government's solutions have not been elegant, Trumbull asserts that they nonetheless offer a workable accommodation of French values to the requirements of competitiveness in the new economy sectors and provide a model for others. Silicon and the State provides important new insight into the way France has worked to reconcile its traditions of state engagement and social solidarity with the challenges the country faces from new economy technologies.

The story of the consecrated life in Canada since the 1960s should be about much more than numerical decline. Although the falling numbers are significant among Catholic religious in communities that pre-date Vatican II, many communities continue to show stability and even growth. This book provides nuance to that story by adding detailed portraits of movements, communities and institutions. In four parts, this book presents essays from the leading scholars on religious life in Canada that seek to address the state of religious communities dedicated to religious virtuosity normally characterized by formal promises of chastity, poverty, and obedience. The essays examine a broad range of topics related to the general state of consecrated (or “religious” or “monastic”) life in contemporary Canadian Christian and Buddhist traditions. In the first section, the contributors trace the demographics and definitions of religious life in Canada. The second section examines Canadian developments in Catholic religious life during the Vatican II and the post-Vatican II eras.
