A unique application of social science software to generate typology and ranklist of transition models of twenty-nine countries in Europe and Asia, ranging from Estonia to Vietnam, Norkus provides a highly innovative internationally comparative causal analysis of the variation in political and economic outcomes after the first decade of post-communist transformations, using multi-value Qualitative Comparative Analysis and Tosmana programme. This transition included the dissolution of the former Soviet institutions, re-creation of their national identities at the state level which was formerly oppressed, broadening the citizenship rights and obligations, embracing the norms of liberal democracy and a switch to a market oriented economy. The process of transformation of the ‘illiberal states’ to the ‘liberal ones’ was arguably a part of the same wave of democratization in a global context which is generally referred as the ‘Third Wave of Democracy’ by scholars such as Samuel Huntington. It was expected that as a result of this transition, all countries which were formerly a part of Soviet Union would embrace the ideas such as democracy, rule of law, private property, free and fair elections and civil society. However, these new ideas along with the others such as civil society and active citizenry were not in the same line with the ideas in the communist USSR. Thus, there were a series of problems to overcome for the post-Soviet countries for democratization.

Eastern European countries have been involved in a complex transition towards more democratic forms of government. Since the demise of communism, the building up of an independent judiciary and a general reorientation of the police role within society have been key-issues On the basis of three country studies in Russia, Lithuania and Mongolia, this book analyses the present state of policing in a variety of post-communist societies in terms of police-public violence, democratic policing, the rule of law and human rights. It is also complemented by recent comparable and previously unpublished police data for Romania, Bulgaria and Poland. Those studies have been carried out amongst the rank-and-file of the uniform branch in Lithuania and Russia which were commissioned by the Soros Open Society Foundation. They were specifically concerning views and experiences concerning police-public violence and current policing problems in general. A third study was carried in Mongolia amongst criminal investigators, and sought to explore (violent) investigative practices. This book seeks to combine a thorough theoretical analysis with unique empirical data. It analyses the different problems of transition of post-communist societies towards more democratic forms of government with unique data from both outside and inside the police.

The research on Estonia, Latvia and Lithuania has pointed out some controversial social and political developments since the collapse of the Soviet Union. Crucially, there is a discrepancy between the governments’ commitment to creating democratic political regimes, to ensuring harmonious social relations and to accommodating the ethno-cultural diversity of the resident communities. In reflecting on the legacies of the Soviet past, the book addresses the role non-titular populations have played in the process of democratisation and the relation between the states, societies and minorities in the post-Soviet Baltic states. The argument proceeds along three lines. Firstly, the book examines the institutional dimension of democratisation in the region, thereby addressing the processes of state- and nation-building as reflected in various policy-developments. Secondly, it compares the impact of ethno-cultural diversity on the development of the respective Baltic nation-states. The discussion makes clear that the framework of Baltic political communities was designed to suit the interests of the titular groups and thus resulted in the marginalisation of the minority communities. Thirdly, the book assesses the participation of minority communities in the development, criticism and improvement of state institutions and policies since independence. The analysis points out that, two decades after independence, the post-Soviet Baltic states and societies are seen by many members of the majority groups as primarily serving the interests of their ethnic community. In this situation, the members of the non-titular communities need to adapt to the majorities’ perceptions in order to benefit from the achievements of democratisation.
