Absent a change in current trends, further political violence in Sudan will be hard to avoid. Lack of governance capacity in the South and failure to resolve key issues between the North and South are important factors that can lead to political violence surrounding the referendum, slated for 2011, on whether the South secedes or remains part of a united Sudan. The parties need a shared sense of confidence about post-2011 futures. The North should be encouraged to cooperate in the referendum process and accept the outcome. The Government of Southern Sudan (GOSS) should devote more energy and resources to governance and service delivery rather than building military capability. The international community needs an assistance strategy focused on enhancing the GOSS's capacity to deliver services through local governments. The United States and the international community should pressure and assist the parties to promptly pass referendum legislation and address fundamental issues (e.g., oil and boundaries) before the referendum.

In the wake of the protests that toppled regimes across the Middle East in 2011, Sudanese activists and writers have proudly cited their very own 'Arab Springs' of 1964 and 1985, which overthrew the country's first two military regimes, as evidence of their role as political pioneers in the region. Whilst some of these claims may be exaggerated, Sudan was indeed unique in the region at the time in that it witnessed not one but two popular uprisings which successfully uprooted military authoritarianisms. Civil Uprisings in Modern Sudan provides the first scholarly book-length history of the 1964 and 1985 uprisings. It explores the uprisings themselves, their legacy and the contemporary relevance they hold in the context of the current political climate of the Middle East. The book also contends that the sort of politics espoused by various kinds of Islamist during the uprisings can be interpreted as a form of early 'post-Islamism', in which Islamist political agendas were seen to be compatible with liberalism and democracy. The fate of Sudan, by then the largest country in Africa, was clearly decided when results of the referendum vote were announced in February 2011. Policy makers, scholars and the international community began to grapple with critical issues that might arise after the independence of South Sudan and how different stakeholders were likely to react during the period of uncertainty. Political developments in Sudan were long-term outcomes of post-cold war revolutions in the world system after the Soviet Union collapsed. A domino effect of such events swept across Eastern Europe with some manifestations in the Horn of Africa. The fall of Mengistu Haile Mariam, marked the beginning of the redrawing of the map of Africa and posed a challenge to the long held principle of preservation of colonial borders that had been enshrined in the Charter of the Organisation of African Unity. The precedent set by the independence of Eritrea seemed to encourage southern Sudan to press forward for independence through a two pronged approach of armed struggle and diplomacy led by the Sudan People's Liberation Army/Movement. This book attempts to understand national, regional and continental dimensions of the unresolved issues that could result in the escalation of conflict in the Sudan. It examines internal dynamics of the Sudan after secession of the south and how these dynamics might affect neighbouring countries in the geopolitical regions: the Horn of Africa, the Great Lakes Region and Central Africa. A section of the book is dedicated to dynamics within South Sudan as a new state. Post-conflict South Sudan as country was marked by extreme poverty, lack of infrastructure and prevalence of inter-communal armed violence. This book proposes possible policies to prevent the country from descending into a state of economic and social chaos. The book provides the argument that equitable and rational transformative socio-economic programmes and policies could greatly reduce potentials for conflict. This book calls on policy makers to pursue policies that could lead to concrete projects planned to alleviate poverty and provision of basic social services such as education, health, and safe water. The book comes to the conclusion that political stability will depend on collective actions of stakeholders to ensure that peace prevails both in the north and the south to guarantee human security in the region.

When a country emerges from violent conflict, the management of the environment and natural resources has important implications for short-term peacebuilding and long-term stability, particularly if natural resources were a factor in the conflict, play a major role in the national economy, or broadly support livelihoods. Only recently, however, have the assessment, harnessing, and restoration of the natural resource base become essential components of postconflict peacebuilding. This book, by thirty-five authors, examines the experiences of more than twenty countries and territories in assessing post-conflict environmental damage and natural resource degradation and their implications for human health, livelihoods, and security. The book also illustrates how an understanding of both the risks and opportunities associated with natural resources can help decision makers manage natural resources in ways that create jobs, sustain livelihoods, and contribute to economic recovery and reconciliation, without creating new grievances or significant environmental degradation.
