• On October 11, 2024, the IMF’s Executive Board concluded the Review of Charges and the Surcharge Policy. The review is part of a broader ongoing effort to ensure that the IMF’s lending policies remain fit for purpose to meet the evolving needs of the membership. Charges and surcharges are important elements of the IMF’s cooperative lending and risk-management framework, where all members contribute and all can benefit from support when needed. Together, they cover lending intermediation expenses, help accumulate reserves to protect against financial risks, and provide incentives for prudent and temporary borrowing. This provides a strong financial foundation that allows the IMF to extend vital balance of payments support on affordable terms to member countries when they need it most. • Against the backdrop of a challenging economic environment and high global interest rates, the Executive Board reached consensus on a comprehensive package of reforms that substantially reduces the cost of borrowing for members while safeguarding the IMF's financial capacity to support countries in need. The approved measures will lower IMF borrowing costs by about US$1.2 billion annually or reduce payments on the margin of the rate of charge as well as surcharges on average by 36 percent. The number of countries subject to surcharges in fiscal year 2026 is expected to fall from 20 to 13. • Key reforms include a reduction in the margin for the rate of charge, an increase in the threshold for level-based surcharges, a reduction in rate for time-based surcharges, an alignment of thresholds for commitment fees with annual and cumulative access limits for GRA lending facilities, and institution of regular reviews of surcharges. • The series of three papers informed the Executive Board’s first and second informal engagements (July and September 2024) and the formal meeting (October 2024) on this review.

The United States economy has continued to expand at a solid pace and price pressures have eased somewhat. However, a sustained fiscal deficit has contributed to raising public debt as a share of GDP to its highest level since World War II, with a further substantial increase in prospect over coming decades as the population ages. To put the public finances on a more sustainable path, a multi-year fiscal adjustment should be enacted that achieves savings on pensions and healthcare and raises taxation, including on capital incomes. A more medium-term oriented and less complicated federal budgeting process would support this. At the same time, economic growth would benefit from productivity enhancing reforms that promote competition, including through maintaining international trade openness and reinforcing relevant skills in the workforce. Efforts to reduce greenhouse gas emissions have accelerated, but further policy measures will be needed to achieve emission reduction targets. Policy options include a package of broad-based carbon pricing, taxes and sectoral policies. As the climate transition further progresses, additional measures will be needed to support displaced workers from fossil fuel industries and for climate adaptation. The fascinating history of white solidarity with the Black Power movement In the mid-1960s, as the politics of Black self-determination gained steam, Black activists had a new message for white activists: Go into your own communities and organize white people against racism. While much of the media at the time and many historians since have regarded this directive as a “white purge” from the Black freedom movement, Say Burgin argues that it heralded a new strategy, racially parallel organizing, which people experimented with all over the country. Organizing Your Own shows that the Black freedom movement never experienced a “white purge,” and it offers a new way of understanding Black Power’s relationship to white America. By focusing on Detroit from the mid-1960s through the mid-1970s, this volume illuminates a wide cross-section of white activists who took direction from Black-led groups like the Northern Student Movement, the City-Wide Citizens Action Committee, and the League of Revolutionary Black Workers. Organizing Your Own draws on numerous oral histories and heretofore unseen archives to show that these white activists mobilized support for Black self-determination in education, policing, employment, and labor unions. It was a trial-and-error effort that pushed white activists to grapple with tough questions – which white people should they organize and how, which Black-led groups should they take direction from, and when did taking Black direction become mere sycophancy. The story of Detroit’s white fight for Black Power thus not only reveals a broader, richer movement, but it carries great insight into questions that remain relevant.
