After the 1960s, rapid urbanization in developing regions in Latin America, Africa, and Asia was marked by the expansion of low-income "irregular" settlements that developed informally and which, by the 2000s, often constituted between 20-60 percent of the built-up area of metropolitan areas and other large cities. There has been a variety of research directed at the housing policies involved with these informal settlements, yet apart from the activities of Latin American Housing Network (LAHN), there has been minimal attention directed at the earliest portion of settlements that formed some 25-40 years ago that now form a large part of the intermediate ring of the cities. This volume breaks new ground by opening up a new generation of housing policy in Latin America cities with broader application for other developing countries. Its editors bring unique perspectives: Peter Ward coordinates the LAHN, and Edith Jiménez and María Di Virgilio are founding members of the network who have led project teams in Guadalajara and Buenos Aires respectively. Developed as a coordinated collaborative research project, the volume encompasses nine Latin American countries and eleven cities. How do cities plan for the unplanned? Do cities plan for recovery from every possible sudden shock? How does one prepare a plan for the recovery after a tragedy, like the September 11, 2001 terrorist attacks on New York? The book discovers the systematic features that contribute to the success of planning institutions. In cities filled with uncertainty and complexity, planning institutions effectively tackle unexpected and sudden change by relying on the old and the familiar, rather than the new and the innovative. The author argues that planning programs institutions were successful because they were bureaucratic, and relied on standardized routines, rigorous sets of established regimes, familiar programs, and institutionalized hierarchies. Also contrary to popular perception, neither the leaders at the top of the institutions nor those workers at the grassroots level were the most important in the implementation of such routines. The key actors were middle managers, because they knew the institutional structures inside out, what the routines were and how to use them, and were successful go-betweens between national governments and grassroots community groups. Case studies from Mexico City, Los Angeles and New York provide a deeper understanding of urban planning processes. The case studies reveal that systematic institutional analysis helps us understand what works in planning, and why. They also demonstrate the manner in which institutional routines serve as powerful and effective tools for addressing novel situations.

Der Autor analysiert, wie Frauen ihre politischen Ansprüche auf "Wohnen mit der Familie" als politischer Kategorie in der Gestaltung von Stadträumen in Sinaloa (Mexiko) Mitte der 70er und 80er Jahre gestalteten. Frauen forderten und verstärkten die kulturelle und politische Bedeutung der Selbstverwaltung der Frauen, während sie versuchten, ihre dringenden Wohnbedürfnisse zu erfüllen: ein Stück Land für ihre Kinder zu erwerben und diesen zu legalisieren. Diese intergenerationelle Beziehung zwischen der politischen Partizipation von Frauen und der Familie als politischer Kategorie zeigt, dass die Familie ein entscheidender Faktor bei der Entwicklung von Siedlungen unterschiedlicher Intensität und Bedeutung war. Das politische Engagement der Frauen fand während ihres gesamten Kampfes um den Zugang zu Wohnraum statt: Landnahme, Organisation neuer Siedlungen und Erlangung des rechtlichen Eigentums an ihren Grundstücken. Die individuellen und kollektiven Erfahrungen der Frauen zeigen daher einen dynamischen Prozess der politischen Subjektwerdung, der auf dem Anspruch "ein Stück Land für die Familie" basiert.
