This book analyzes the EU’s responses to the sovereign debt crisis that hit the Economic and Monetary Union (EMU) in 2010. After reviewing the events that led to the crisis, it examines two case studies. The first assesses the short-term policy changes by drawing on a new mechanism, contingent learning. The second case study revolves around the long-term EMU reforms passed during the period 2010-2013. More specifically, it assesses these responses in relation to the institutional scientific publications of the European Central Bank and the DG ECFIN of the Commission. By analyzing both the short and long-term responses to the sovereign debt crisis, the book elucidates how policy learning can be an effective engine for deeper European integration. This book examines how and to what extent the European Employment Strategy and the Open Method of Coordination (OMC) on Social Protection and Social Inclusion have influenced national labour market and social welfare policies. Focusing on the implementation of the OMC in different national environments, this book examines how the proposals and targets of the OMC are interpreted and implemented within the context of existing national employment and welfare regimes. At a theoretical level and on the basis of national case studies, the book considers how OMC objectives, guidelines, targets, and recommendations may reshape the domestic institutional framework, how learning and participation of governmental bodies are organized across different hierarchical levels, and how non-state actors may be involved in the formulation and implementation of national reform plans. This book examines the transformations of epistemic governance in education, the way in which some actors are shaping new knowledge, and how that new knowledge impacts other actors in charge of implementing this knowledge in the context of the decision-making process and practice. The book describes knowledge-based and evidence-based technologies that produce new modes of representation, cognitive categories, and value-based judgements which determine and guide actions and interactions between researchers, experts and policy-makers. It explores several major social theories and concepts, analysing the transformation of the relationship between educational and social sciences and politics. In the light of epistemic governance being linked to transformations of academic capitalism, the book describes the ways in which academics engaged in heterogeneous networks are capable of developing new interactions as well as facing new trials imposed on them by the changing conditions of producing knowledge in their scientific community and within their institutions. Mobility is considered to be important for the personal development and employability of young people, as well as for intercultural dialogue, participation and active citizenship. Learning mobility in the youth field focuses on non-formal learning as a relevant part of youth work, with links to informal learning as well as to formal education.
