This Policy Assessment has been prepared by staff in the Environmental Protection Agency's (EPA) Office of Air Quality Planning and Standards (OAQPS) in conjunction with the Agency's ongoing joint review of the secondary (welfare-based) national ambient air quality standards (NAAQS) for oxides of nitrogen and sulfur. This Policy Assessment evaluates the policy implications of key scientific information contained in the Integrated Science Assessment (ISA) for Oxides of Nitrogen and Sulfur-Ecological Criteria, prepared by EPA's National Center for Environmental Assessment (NCEA), results from the analysis contained in the Risk and Exposure Assessment (REA) for Review of the Secondary National Ambient Air Quality Standards for Oxides of Nitrogen and Oxides of Sulfur, as well as additoinal staff analyses conducted for and presented in this document. It presents staff conlcusions regarding the adequacy of the current NO2 and SO2 secondary standards as well as alternative standards for consideration in this review. This Policy Assessment is intended to help "bridge the gap" between the relevent scientific and technical information and the judgements required of the EPA Administrator in determining whether, and if so, how, it is approprate to revise the secondary NAAQS for oxides of nitrogen and sulfur. This Policy Assessment considers the available scientifc evidence and quantitative risk-based analyses, together with related limitations and uncertainties, and focuses on the basic elements of air quality standards: indicator, averaging time, form, and level. These elements, which serve to define each standard, must be considered collectively in evaluating the public welfare protection afforded by the standards

"America's Children and the Environment (ACE)" is EPA's report presenting data on children's environmental health. ACE brings together information from a variety of sources to provide national indicators in the following areas: Environments and Contaminants, Biomonitoring, and Health. Environments and Contaminants indicators describe conditions in the environment, such as levels of air pollution. Biomonitoring indicators include contaminants measured in the bodies of children and women of child-bearing age, such as children's blood lead levels. Health indicators report the rates at which selected health outcomes occur among U.S. children, such as the annual percentage of children who currently have asthma. Accompanying each indicator is text discussing the relevance of the issue to children's environmental health and describing the data used in preparing the indicator. Wherever possible, the indicators are based on data sources that are updated in a consistent manner, so that indicator values may be compared over time.

"The Clean Air Scientific Advisory Committee (CASAC) NOX & SOX Secondary NAAQS Review Panel met on July 22-23, 2009 to review EPA's Risk and Exposure Assessment (REA) to Support the Review of the Secondary National Ambient Air Quality Standard for Oxides of Nitrogen and Sulfur: Second Draft. This letter has been reviewed and approved by the chartered CASAC at a public conference call on August 20, 2009. In this letter, CASAC offers general comments and recommendations for finalizing the REA. We also address the Agency's framework for developing the forthcoming Policy Assessment. During the meeting, EPA's Office of Air Quality Planning and Standards (OAQPS) informed the Panel of the final schedule for the current primary and secondary NOX and SOX NAAQS reviews and rule making.
