The role played by effective communications in the Integrated Criminal Apprehension Program (ICAP) is discussed, with attention to the implementation and functions of the ICAP communications process. ICAP is a police service delivery concept that focuses on building a structured approach to the management of police services. To resolve the dilemma of police priorities and proper utilization of resources, the ICAP concept introduces a structured, systematic approach to the planning, development, and integration of police functions and services, especially as concerns police patrol. ICAP stresses the use of a decision model in everyday police operations, and because such a model depends on the systematic collection and analysis of information, the need for effective communication is paramount. This manual addresses the communications aspects of ICAP, specifically the role of communication in managing patrol operations. An overview of traditional versus existing perspectives on managing patrol operations is provided, along with a description of the ICAP implementation process and the resulting department-wide effects, especially those accruing to the communications process. The various concepts and methods that can be implemented as part of the overall department effort to manage the demand for patrol service are detailed, as are the policy, system, and personnel development considerations necessary to implement the ICAP communications process. The use of a pre-implementation pilot test and evaluation is also discussed. Samples of local police policy directives regarding the management of calls-for-service for police departments in Kansas City and Springfield, Mo., and Wilmington, Del., are appended. Graphic and tabular data are provided.
