New Zeland's Resource Management Act, which was adopted in October 1991, introduced new provisions which impact heavily on the planning and construction of all projects including roading. This paper outlines background requirements and briefly describes the new procedures which were intendedto simplify the previous disparate section of legislation and administration. By using three road imrovement cases as examples, the paper explains, that the intital experiences of the Resource Management Act requirements have enabled: the environmental effects of a project to be more closely aligned with its planning and design, and there has been a significant widening of community involvement in the decision making. However, the paper concludes that if reasonable time framese for the approval procedures continue to be disregarded by the approving authorities, often by requesting more information, then the whole planning process will begin to grind to a halt. It is essential that the intent of the Resource Management Act, to promote the sutainable management of physical and natural resources, not its content, becomes the driving force of its implementation. New Zealand's Resource Management Act, which was adopted in 1991, is regarded as innovative as it provides a framework for sustainable management and places a high emphasis on protection of the environment. The paper outlines the Resource Management Act as it relates to transport and land use planning, namely, the hierarchial structure of national and regional policy statements, regional and district plans and the role of these three levels of government. It also outlines the role of Transit New Zealand, the national funding agency for land transport, in relation to the Act and sustainability. The paper considers the concept of sustainability in terms of transport and land use planning and outlines the initiatives taken by Transit New Zealand and the Ministry of Transport. In addition to the above, the purpose of the paper is to highlight some of the broader issues which are impeding progress towards sustainable management in relation to major road and transport projects. These are: the lack of national policies and the necessary requirements for implementation, the lack of strategic (regional) planning, and weaknesses in project evaluation. Despite the substantial initial progress being made, the paper concludes that these issues must be rectified if integrated transport and land use planning is to be achieved, thereby enabling sustainable management of the resources to be attained. The science–policy interface is critical to the design and implementation of water policies. In theory, scientists provide policy makers with robust facts and data that can help guide decision making, and lessons from the political economy of reforms can push scientific boundaries further to trigger further research for wise solutions. While evidence-based policy is obviously desirable, in practice such a connection is not always straightforward.
