This book examines the impact that decentralisation reforms, initiated in the early 1990s, have had on small towns in India. It specifically focuses on small towns in Uttar Pradesh, one of the most densely populated and poorest states in India. Although considered home to one of the oldest urban civilisations, India remains one of the least urbanised regions in the world. At the same time, the country has many million-strong metropolises that are among the world’s largest megacities, as well as a multitude of small and medium-sized towns and cities. This paradoxical urbanisation, against a backdrop of reforms, has interested the scientific community to gain a more nuanced understanding of the changes and challenges involved. This book analyses an urban environment often overlooked by researchers and public authorities, namely, that of small towns. These towns are of vital importance as this is where the bulk of future urban development will take place. However, decades after implementation of the reforms, the majority of reviews and assessments have focused on large cities and so the impacts of the reform on small towns are still poorly understood. This book includes extensive primary data about political, technical and financial municipal issues in small towns of northern India and, is therefore, of interest to students, researchers and planners working on urban and regional studies in the global South.

This volume decentres the view of urbanisation in India from large agglomerations towards smaller urban settlements. It presents the outcomes of original research conducted over three years on subaltern processes of urbanization. The volume is organised in four sections. Beyond the Metros: Anglo-Indians in India's Smaller Towns and Cities focuses on Anglo-Indians residing in a number of small towns and cities, away from the metropolitan centres of modern India, such as Kolkata, Mumbai, Delhi and Chennai. It provides a socio-historical account of what it means to be an Anglo-Indian in cultural and materially varied environments, highlighting the impact on the formation of identities. The towns and cities can be grouped into three categories: railway towns such as Kharagpur, Asansol, Jhansi, Jabalpur and Secunderabad; the hill stations of Ranchi and Dehradun; and the port cities of Cochin, Pondicherry and Goa. Some of these towns were closely associated with traditional occupations for Anglo-Indians, although in recent years the structures of their economies have changed, differentially affecting the lives of their resident Anglo-Indian communities. The researchers in this volume highlight the concept of diversity in the lived experiences, aspirations, memories and sense of identity within this community. They question the methodology of looking at minority communities as homogenized and ethnicized categories. The book examines India s experience with poverty reduction in a period of rapid economic growth. Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how India s structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty. Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction. Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in India s major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted. This book would be of interest for policymakers, researchers, non-governmental organizations, and international agencies from India and abroad--who wish to know more about India s experience of the last two decades in reducing poverty.
