Pipeline Safety - Periodic Updates of Regulatory References to Technical Standards and Miscellaneous Edits (US Pipeline and Hazardous Materials Safety Administration Regulation) (PHMSA) (2018 Edition) The Law Library presents the complete text of the Pipeline Safety - Periodic Updates of Regulatory References to Technical Standards and Miscellaneous Edits (US Pipeline and Hazardous Materials Safety Administration Regulation) (PHMSA) (2018 Edition). Updated as of May 29, 2018 PHMSA is proposing to incorporate by reference (IBR) into the pipeline safety regulations all or parts of new editions of voluntary consensus standards to allow pipeline operators to use current technology, new materials, and other industry and management practices. In this document, PHMSA also proposes to make nonsubstantive edits and clarify regulatory language in certain provisions. These proposed amendments to the pipeline safety regulations would not require pipeline operators to undertake any significant new pipeline safety initiatives. Pipeline Safety - Updates to Pipeline and Liquefied Natural Gas Reporting Requirements (US Pipeline and Hazardous Materials Safety Administration Regulation) (PHMSA) (2018 Edition) The Law Library presents the complete text of the Pipeline Safety - Updates to Pipeline and Liquefied Natural Gas Reporting Requirements (US Pipeline and Hazardous Materials Safety Administration Regulation) (PHMSA) (2018 Edition). Updated as of May 29, 2018 This Notice of Proposed Rulemaking seeks to revise the Pipeline Safety Regulations to improve the reliability and utility of data collections from operators of natural gas pipelines, hazardous liquid pipelines, and liquefied natural gas (LNG) facilities. These revisions will enhance PHMSA's ability to: understand, measure, and assess the performance of individual operators and industry as a whole; integrate pipeline safety data to allow a more thorough, rigorous, and comprehensive understanding and assessment of risk; and expand and simplify existing electronic reporting by operators. These revisions will improve both the data and the analyses PHMSA relies on to make critical, safety-related decisions, and will facilitate PHMSA's allocation of inspection and other resources based on a more accurate accounting of risk. Pipeline Safety - Safety of Underground Natural Gas Storage Facilities (US Pipeline and Hazardous Materials Safety Administration Regulation) (PHMSA) (2018 Edition) The Law Library presents the complete text of the Pipeline Safety - Safety of Underground Natural Gas Storage Facilities (US Pipeline and Hazardous Materials Safety Administration Regulation) (PHMSA) (2018 Edition). Updated as of May 29, 2018 This interim final rule (IFR) revises the Federal pipeline safety regulations to address critical safety issues related to downhole facilities, including wells, wellbore tubing, and casing, at underground natural gas storage facilities. This IFR responds to Section 12 of the Protecting our Infrastructure of Pipelines and Enhancing Safety Act of 2016, which was enacted following the serious natural gas leak at the Aliso Canyon facility in California on October 23, 2015. This IFR incorporates by reference two American Petroleum Institute (API) Recommended Practices (RP): API RP 1170, "Design and Operation of Solution-mined Salt Caverns used for Natural Gas Storage," issued in July 2015; and API RP 1171, "Functional Integrity of Natural Gas Storage in Depleted Hydrocarbon Reservoirs and Aquifer Reservoirs," issued in September 2015. Book Description
Pipeline Safety - Protecting Unusually Sensitive Areas From Rural Onshore Hazardous Liquid Gathering Lines and Low-Stress Lines (US Pipeline and Hazardous Materials Safety Administration Regulation) (PHMSA) (2018 Edition) The Law Library presents the complete text of the Pipeline Safety - Protecting Unusually Sensitive Areas From Rural Onshore Hazardous Liquid Gathering Lines and Low-Stress Lines (US Pipeline and Hazardous Materials Safety Administration Regulation) (PHMSA) (2018 Edition). Updated as of May 29, 2018 PHMSA is amending its pipeline safety regulations to extend added protection to certain environmentally sensitive areas that could be damaged by failure of a rural onshore hazardous liquid gathering line or low-stress pipeline. Building on PHMSA's existing regulatory framework, the rule is intended to protect designated "unusually sensitive areas" (USAs)-locations requiring extra protection because of the presence of sole-source drinking water, endangered species, or other ecological resources. This rule defines "regulated rural onshore hazardous liquid gathering lines" and requires operators of these lines to comply with safety requirements that address the most common threats to the integrity of these pipelines: Corrosion and third-party damage. In accordance with the Pipeline Inspection, Protection, Enforcement and Safety (PIPES) Act of 2006, the rule also significantly narrows the regulatory exception for rural onshore low-stress hazardous liquid pipelines by extending all existing safety regulations, including integrity management requirements, to large-diameter low-stress pipelines within a defined "buffer" area around a USA. The final rule requires operators of these, and all other low-stress pipelines, to comply with annual reporting requirements, furnishing data needed for further rulemaking required by the PIPES Act.
