Book Description
The United States has one of the most unique budgeting processes of any modern government. The “powers of the purse” are enumerated under the Constitution, but they were hotly debated by the nation’s founding fathers. However, the lack of a legal guide for exactly how to delegate the powers, and under what conditions, has led to a process marked by power struggles—primarily between Congress and the presidency—over the last 230 years. Still, the budget and appropriations process is central to the functioning of the federal government. This book covers the transformation of American government through the lens of shifting budgeting power, while documenting the evolution of economic policy through the federal budget. As the nation and the federal government have expanded, the budget process has entirely broken down. This book also recommends changes that would help the budget process function more effectively. The chapters are organized both chronologically and topically to help the reader think through the evolution of the budget process. With its comprehensive approach to the history of the budget process—covering the entirety of US federal existence—this book will be a go-to resource for academics and public policy professionals interested in Congressional and executive history.

Book Description
With the publication of Liberty Tree, acclaimed historian Alfred F. Young presents a selection of his seminal writing as well as two provocative, never-before-published essays. Together, they take the reader on a journey through the American Revolution, exploring the role played by ordinary women and men (called, at the time, people out of doors) in shaping events during and after the Revolution, their impact on the Founding generation of the new American nation, and finally how this populist side of the Revolution has fared in public memory. Drawing on a wide range of sources, which include not only written documents but also material items like powder horns, and public rituals like parades and tarring and featherings, Young places ordinary Americans at the center of the Revolution. For example, in one essay he views the Constitution of 1787 as the result of an intentional accommodation by elites with non-elites, while another piece explores the process of ongoing negotiations would-be rulers conducted with the middling sort; women, enslaved African Americans, and Native Americans. Moreover, questions of history and modern memory are engaged by a compelling examination of icons of the Revolution, such as the pamphleteer Thomas Paine and Boston's Freedom Trail. For over forty years, history lovers, students, and scholars alike have been able to hear the voices and see the actions of ordinary people during the Revolutionary Era, thanks to Young's path-breaking work, which seamlessly blends sophisticated analysis with compelling and accessible prose. From his award-winning work on mechanics, or artisans, in the seaboard cities of the Northeast to the all but forgotten liberty tree, a major popular icon of the Revolution explored in depth for the first time, Young continues to astound readers as he forges new directions in the history of the American Revolution.

Book Description
The Papers of George Washington, a grant-funded project, was established in 1968 at the University of Virginia, under the joint auspices of the University and the Mount Vernon Ladies' Association of the Union, to publish a comprehensive edition of Washington's correspondence. Letters written to Washington as well as letters and documents written by him are being published in the complete edition that will consist of approximately ninety volumes. The work is now (2011) more than two-thirds complete. The edition is supported financially by grants from the National Endowment for the Humanities, the National Historical Publications and Records Commission, the Mount Vernon Ladies' Association, the University of Virginia, and gifts from private foundations and individuals. Today there are copies of over 135,000 Washington documents in the project's document room. This is one of the richest collections of American historical manuscripts extant. There is almost no facet of research on life and enterprise in the late colonial and early national periods that will not be enhanced by material from these documents. The publication of Washington's papers will make this source material available not only to scholars but to all Americans interested in the founding of their nation. - Publisher.
