La obra Perspectiva jurídica de la planificación territorial en la provincia de Huelva aúna el escenario de la provincia desde el punto de vista de la ordenación territorial con el objetivo de abordar los problemas que presenta y configurar soluciones prácticas. Desde la publicación en 1994 de la Ley de Ordenación del Territorio de Andalucía, y pese a sus diferentes modificaciones, sigue presentando algunas lagunas que se extienden a los instrumentos llamados a ofrecer respuesta a la articulación y cohesión territorial del conjunto de Andalucía. En este escenario autonómico, Huelva presenta características muy singulares. Con el necesario referente del Plan de Ordenación del Territorio de Andalucía y el modelo territorial previsto para la provincia, hay que recordar el carácter pionero en el desarrollo de la planificación territorial. Al Plan de Ordenación del Territorio de Doñana (2004), seguiría el Plan de Ordenación del Territorio del Litoral Occidental de Huelva (2006), y apenas dos años más tarde la formulación del Plan de Ordenación del Territorio de la aglomeración urbana de Huelva. Sin embargo, este avance que parecía imparable, ha quedado paralizado durante más de una década. En este contexto, y tomando como referente los planes subregionales, junto al Plan de Ordenación del Territorio de Andalucia y los planes con incidencia en la ordenación del territorio, la obra aborda una descripción en profundidad del presente de la ordenación territorial en la provincia desde su vertiente jurídica. Sin embargo, se muestra todavía más ambiciosa con una mirada al futuro en un momento vital cuando todo hace indicar que Huelva retoma el pulso a la planificación territorial, apuntando las claves que posibiliten entender su problemática real y conformar soluciones que permitan consolidar su territorio y crear unas sólidas bases de futuro, en un territorio capaz de aunar desarrollo y preservación.

Durante los últimos años, las Políticas de Desarrollo han aumentado su protagonismo en todos los ámbitos administrativos, desde la escala regional, a la provincial, comunitaria comarcal o la estrictamente local. En las mismas confluyen actuaciones sectoriales, ya sean de infraestructuras, agrarias, sociales, urbanísticas... y medioambientales, que solapan competencias y apetencias por determinadas parcelas de actuación, haciendo extremadamente difícil viabilizar un proyecto de desarrollo que, a menudo, viene encubierto de intereses contrapuestos. Las políticas de cohesión territorial, económica y social imperantes en la Unión Europea, han multiplicado las estructuras, los instrumentos y los programas de acompañamiento al desarrollo. Pero en un futuro próximo se desvanecerán... Mediante la llamada Planificación Estratégica se intenta clarificar la cuestión del desarrollo, identificando en los territorios, los contenidos y los actores autónomos, con los cuales es posible crear un escenario de éxito para hacer desarrollo sostenible. La planificación estratégica en la escala provincial se enfrenta a un serio problema porque existen múltiples actores de la Planificación Estratégica y el desarrollo descoordinados. La planificación estratégica necesita de un actor en mayúsculas que coordine y ejerza de locomotora de la planificación estratégica y el desarrollo. Lógicamente, este actor no puede ser otro que la Diputación como institución supramunicipal que oriente las políticas territoriales. Para enfrentar esta responsabilidad habría que establece un diagnóstico previo sobre las debilidades, objetivos y ejes estratégicos del desarrollo en la provincia de Huelva. Sin este diagnóstico previo, la tarea de la planificación puede ser estéril. El presente trabajo Planificación estratégica y desarrollo surge como iniciativa de las inquietudes la Unión General de Trabajadores y el Instituto de Desarrollo Local por el desarrollo en la provincia de Huelva y puede considerarse como un ensayo previo al diseño de un plan estratégico para el desarrollo de la provincia de Huelva. Sin pretender ofrecer soluciones magistrales, esta investigación puede considerarse un punto de partida para iniciar procesos de desarrollo sustentable, donde la Diputación provincial, como ente territorial, con competencias de coordinación, puede jugar un papel importante en el diseño y seguimiento de los procesos

"The world water problems are a due to bad governance, not to physical water scarcity." This book is inspired by this statement and explores whether it holds in a specific country, Spain, where climatic conditions – Spain is one of the most arid countries of the European Union - would fully justify saying that water problems are due to physical water scarcity. The metrification of water uses and their monetary value is a first important step in understanding how reallocation of water among users could help mitigating many of current water problems in Spain. However, water reallocation among users or from users to nature is far from simple. Bringing together a diverse team of leading scholars and professionals, this book offers a variety of insights into ongoing gender mainstreaming policies in Europe with a focus on urban/spatial planning. Gender mainstreaming was first legislated for in the European Union with the Treaty of Amsterdam in 1999 and, although many interesting developments have occurred throughout the decade that followed, there is still much to do in terms of policy, knowledge production, dissemination and education. This work contributes to all three objectives, by advancing the state of knowledge, as well as providing educational and professional tools in the field of gender sensitive planning in Europe. The volume begins by explaining the concept of gender mainstreaming in relation to its origins in the 'second wave' of the women's movement and critiques of planning, architecture, transport planning and other built environment disciplines. It then provides a brief history of how gender mainstreaming was incorporated into European law, before focussing on the theoretical issues and questions that surround the concept of gender mainstreaming as they relate to urban space and the planning of cities and regions, including a discussion of the persistence of inequalities between the sexes in their access to urban space and services. In particular, the division between waged and unwaged work and its impact on the social construction of gender and of the physical built environment is considered. The differences between definitions of feminism and their implications for action in planning and design are also explored, paying regard to the tensions between a feminist vision of a transformation of gender relations and the requirements of gender mainstreaming to accommodate the different needs of women and men in their everyday lives in urban space. Throughout the book, key issues recur, such as the importance of time and space in the experience of urbanism, resistances to change on the part of institutions and social structures, and the importance of networks. Education and training also appear as common themes, as do citizen participation and the structures of governance. The chapters are organised into four sections: concepts, structures, empowerment and spatial quality. Contributors demonstrate a variety of approaches to the intersections of gender, women, cities, and planning, dealing with substantive and procedural issues in planning, at both local and regional scales.
