From Children to Citizens
Author: Mark H. Moore
Publisher: Springer Science & Business Media
ISBN: 1461387078
Category : Law
Languages : en
Pages : 263
Book Description
From the preface: "History has dealt the juvenile court (and, more broadly, the juvenile justice system) a cruel blow. What began as a promising social experiment has disappointed nearly everyone... Inevitably, disillusionment has weakened the mandate of the juvenile justice system. Conflicts in philosophy, once held at bay by general enthusiasm for the enterprise, have now surfaced with great urgency. What, in fact, is the purpose of the juvenile justice system? Is it to protect the community from youth crime, or to help children grow up? Is it primarily a court dominated by concerns for justice? Or, is it more fundamentally a social service agency concerned with structuring the environments of children? Is the court an independent institution that stands apart from the community and administers justice in a fair and impartial way? Or, is the court an agent of the community in the sense that it establishes norms of conduct and draws both public and private agencies to the tasks of socializing children?"

Child Welfare in the States
Author: Shelley Smith
Publisher: National Conference of State
ISBN: 9781555166182
Category : Child welfare
Languages : en
Pages : 50
Book Description
Despite a significant federal role in permanency planning as evidenced by Public Law 96-272, child welfare remains primarily a state responsibility and the states vary considerably in their approaches to it. In January 1986, a 50-state survey on major child welfare issues was conducted. The project was begun in 1983 as an attempt to ascertain legislative initiative and action on child welfare issues across all 50 states. The survey was designed to document state efforts to reduce foster care populations; keep families together; monitor child welfare services; and provide permanent homes for abused, neglected, and disturbed children who otherwise might drift indefinitely in the foster care system. One objective of the survey was to document the diversity of approaches that states have used to comply with Public Law 96-272. The questionnaire was sent to state legislative staff and state agency contacts in all 50 states. Data from the 46 responding states showed that states retained primary financial responsibility for child welfare and that the majority of states documented significant improvements in their child welfare systems. Survey trends for 15 responding states indicated progress in developing alternatives to foster care; diversification in legislative influence over child welfare policy was evident; and child welfare issues relating to permanency planning, foster care, and family preservation services were shown to be top concerns of the states. Social Policy for Children and Families
Author: Jeffrey M. Jenson
Publisher: SAGE Publications
ISBN: 1483344541
Category : Social Science
Languages : en
Pages : 549
Book Description
The Third Edition of Jeffrey M. Jenson and Mark W. Fraser’s award-winning text, Social Policy for Children and Families, offers new evidence that a public health framework based on ecological theory and principles of risk, protection, and resilience is essential for the successful design and implementation of social policy. Written in a conversational, reader-friendly style and incorporating cutting-edge research, this carefully crafted book maps a pathway for developing resilience-based social policies. In every chapter, experts in their respective fields apply the editors’ conceptual model across the substantive domains of child and family poverty, child welfare, education, mental health, health, developmental disabilities, substance use, and juvenile justice. Recipient of the Best Edited Book Award from the Society for Research on Adolescence in 2008, the book is an ideal core text for graduate and upper level undergraduate courses and a vital resource for elected officials, policy makers, and others interested in the evolution of policies aimed at preventing problem behaviors and supporting children and families.
