China’s meteoric rise and ever expanding economic and cultural footprint have been accompanied by widespread global disquiet. Whether admiring or alarmist, media discourse and representations of China often tap into the myths and prejudices that emerged through specific historical encounters. These deeply embedded anxieties have shown great resilience, as in recent media treatments of SARS and the H5N1 virus, which echoed past beliefs connecting China and disease. Popular perceptions of Asia, too, continue to be framed by entrenched racial stereotypes: its people are unfathomable, exploitative, cunning, or excessively hardworking. This interdisciplinary collection of original essays offers a broad view of the mechanics that underlie Yellow Peril discourse by looking at its cultural deployment and repercussions worldwide. Building on the richly detailed historical studies already published in the context of the United States and Europe, contributors to Yellow Perils confront the phenomenon in Italy, Australia, South Africa, Nigeria, Mongolia, Hong Kong, and China itself. With chapters based on archival material and interviews, the collection supplements and often challenges superficial journalistic accounts and top-down studies by economists and political scientists. Yellow Peril narratives, contributors find, constitute cultural vectors of multiple kinds of anxieties, spanning the cultural, racial, political, and economic. Indeed, the emergence of the term “Yellow Peril” in such disparate contexts cannot be assumed to be singular, to refer to the same fears, or to revolve around the same stereotypes. The discourse, even when used in reference to a single country like China, is therefore inherently fractured and multiple. The term “Yellow Peril” may feel unpalatable and dated today, but the ethnographic, geographic, and historical breadth of this collection—experiences of Chinese migration and diaspora, historical reflections on the discourse of the Yellow Peril in China, and contemporary analyses of the global reverberations of China’s economic rise—offers a unique overview of the ways in which anti-Chinese narratives continue to play out in today’s world. This timely and provocative book will appeal to Chinese and Asian Studies scholars, but will also be highly relevant to historians and anthropologists working on diasporic communities and on ethnic formations both within and beyond Asia. Occupational Hazards follows a group of Chinese businessmen and government officials as they conduct business in Beijing and western Yunnan Province, exposing webs of informal networks that help businessmen access political favors. These networks are built over liquor, cigarettes, food, and sex, turning risky behaviors into occupational hazards. Elanah Uretsky's ethnography follows these powerful men and their vulnerabilities to China's burgeoning epidemics of sexually transmitted infections (STIs) and HIV/AIDS. Examining the relationship between elite masculine networking practices and vulnerability to HIV infection, Occupational Hazards includes the stories of countless government officials and businessmen who regularly visit commercial sex workers but resist HIV testing for fear of threatening their economic and political status. Their fate is further complicated by a political system that cannot publicly acknowledge such risk and by authoritative international paradigms that limit the reach of public health interventions. Ultimately, Uretsky offers insights into how complex socio-cultural and politico-economic negotiations affect the development and administration of China's HIV epidemic.

The Perils of Proximity evaluates the chances of armed conflict between China and Japan, presenting in stark relief the dangers it would pose and revealing the steps that could head off such a disastrous turn of events. Richard Bush focuses his on the problematic East China Sea region. Although Japan’s military capabilities are more considerable than some in the West realize, its defense budget has remained basically flat in recent years. Meanwhile, Chinese military expenditures have grown by double digits annually. Moreover, that the emphasis of China’s military modernization is on power projection—the ability of its air and naval forces to stretch their reach to the east, thus encroaching on its island neighbor. Tokyo regards the growth of Chinese power and its focus on the East China Sea with deep anxiety. How should they respond? The balance of power is changing, and Japan must account for that uncomfortable fact in crafting its strategy. It is incumbent on China, Japan, and the United States to take steps to reduce the odds of clash and conflict in the East China Sea, and veteran Asia analyst Bush presents recommendations to that end. The steps he suggests won’t be easy, and effective political leadership will be absolutely critical. If implemented fully and correctly, however, they have the potential of reducing the perils of proximity in Asia.
