Welcome to IWQOS'97 in New York City! Over the past several years, there has been a considerable amount of research within the field of Quality of Service (QOS). Much of that work has taken place within the context of QOS support for distributed multimedia systems, operating systems, transport subsystems, networks, devices and formal languages. The objective of the Fifth International Workshop on Quality of Service (IWQOS) is to bring together researchers, developers and practitioners working in all facets of QOS research. While many workshops and conferences offer technical sessions on the topic QOS, none other than IWQOS, provide a single-track workshop dedicated to QOS research. The theme of IWQOS'97 is building QOS into distributed systems. Implicit in that theme is the notion that the QOS community should now focus on discussing results from actual implementations of their work. As QOS research moves from theory to practice, we are interested in gauging the impact of ideas discussed at previous workshops on development of actual systems. While we are interested in experimental results, IWQOS remains a forum for fresh and innovative ideas emerging in the field. As a result of this, authors were solicited to provide experimental research (long) papers and more speculative position (short) statements for consideration. We think we have a great invited and technical program lined up for you this year. The program reflects the Program Committees desire to hear about experiment results, controversial QOS subjects and retrospectives on where we are and where we are going.

The purpose of Transporting Compressed Digital Video is to introduce fundamental principles and important technologies used in design and analysis of video transport systems for many video applications in digital networks. In the past two decades, progress in digital video processing, transmission, and storage technologies, such as video compression, digital modulation, and digital storage disk, has proceeded at an astounding pace. Digital video compression is a field in which fundamental technologies were motivated and driven by practical applications so that they often lead to many useful advances. Especially, the digital video-compression standards, developed by the Moving Pictures Expert Group (MPEG) of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), have enabled many successful digital-video applications. These applications range from digital-video disk (DVD) and multimedia CDs on a desktop computer, interactive digital cable television, to digital satellite networks. MPEG has become the most recognized standard for digital video compression. MPEG video is now an integral part of most digital video transmission and storage systems. Nowadays, video compression technologies are being used in almost all modern digital video systems and networks. Not only is video compression equipment being implemented to increase the bandwidth efficiency of communication systems, but video compression also provides innovative solutions to many related vid- networking problems. The subject of Transporting Compressed Digital Video includes several important topics, in particular video buffering, packet scheduling, multiplxing and synchronization.

The papers in this book present various viewpoints on the design and - plementation of techniques for QoS engineering for Internet services.They were selected from more than 70 submissions to the 1st International workshop on “Quality of future Internet services” (QofIS) organized by COST Action 263. The main focus of the papers is on the creation, con?guration and deployment of end-to-end services over a QoS assured Internet using the IntServ (Integrated Services) and Di?Serv (Di?erentiated Services) models. The main technical p- gramme was completed by two keynote talks: IETF Chair Fred Baker opened the workshop with a discussion on major Internet development directions and Andrew M. Odlyzko of AT&T Labs Research gave the closing talk on Internet charging issues. The presentation of papers was organised in 9 sessions. The emphasis of Session 1 is on an assessment of the essential building blocks for a QoS assured Internet, i.e., queueing and scheduling, which basically de?nes the space for end-to-end services. The papers of this session discuss the bounds we may expect from these building blocks, the issues of queueing and scheduling management, and the parameters we need to tune in a dynamic implementation. Flow control and congestion control cannot be considered without regard to the dominating impact of TCP. The keyword of Session 2 is, therefore, Intern- friendly adaptation. Four papers in this session are complementary and together present an emerging understanding of a basic optimal area for such adaptation.
