Book Description
Excerpt from Penology in the United States Municipal Court of Philadelphia alone,1 a little more than one-twelfth of the total number committed in the United States to juvenile institutions during the calen dar year 1910, and more than any one of the forty eight states, with the exception of New York, com mitted to institutions during that year. If all were counted, making due reduction for the repeaters, the total number of criminals who are let loose each year on society would run well over half a million. An army of half a million is large even in these days of gigantic armies. A city of that size has problems that tax the brains of its best men. And this, it must be remembered, is but a cross section of the great stream of humanity which passes yearly through the filter of punishment. Vast governmental machinery, requiring the labor of thousands and costing millions Of dollars, is a burden upon society which could well be spared.2 The suspicion, too, that the machinery of punishment may itself have had something to do with society's failure to shake itself free of this mighty load has led to a serious questioning of the customary methods. A striking feature of modern penology is the similarity in the methods of punishment now employed by the different states Of the civilized world. This is not to be taken as meaning that there is only one form of punish ment. There are, of course, many, depending now on the nature of the criminal and now on the kind of crime. Book Description
Excerpt from Society and Prisons: Some Suggestions for a New Penology Feeling, as I have long felt, that citizenship has no responsibility greater or more pressing than the state prison, I gladly accepted the distinguished honor conferred upon me by the President and Fellows of Yale. I have a double gratification in doing so. First: because I knew personally and highly esteemed Mr. Dodge, hav ing sat by his side as a delegate to the Sound Money Conferences at Indianapolis in 1897 - 8; and secondly: because the honor is not altogether a personal one, but is bestowed, through the lecturer, upon Yale's great sister University I should hardly be human, if I did not indulge in a considerable measure of pride in being the first graduate of Harvard to be accorded the very great privilege of giving the Dodge Lectures. Book Description
Excerpt from Outlines of Penology It was my intention in undertaking to write the accompanying essay to pre sent some branch of the subject of penology with an argument sustaining my views, but I remembered that in almost all the congresses and conventions that have been held on the subject of penitentiaries, jails, reformatories, etc., there has been a want of agreement of opinion upon any one branch of the question, because every branch must receive some modification to suit it to the general principle upon which the whole system is founded. Book Description
Excerpt from Remarks on Prisons and Prison Discipline in the United States I owe this to the high standing and intelligence of those who have honored me by the expression of confidence in my judg ment and impartiality and Sincerely regret that I have so little leisure to give to the illustration of these important subjects, upon which volumes might be written, showing the origin, pro gress, and prospects of a Reform so eminently affecting social order, and the Civil Institutions of our Republic. Years of unintermitted labor and vigilance are necessary for producing practically beneficial results, through the influences Of these disciplinary institutions. Book Description
Excerpt from Wall Shadows a Study in American Prisons On the other hand, there are a few books by genuine men of science which are accurate and valuable; although these are less con cerned, usually, with the details of prisons than with the psychology of the men before they are confined. But such a volume as William Healy's The Individual Delinquent is of permanent value. For the general student the best books are these few, like Donald Lowrie's M y Life in Prison, Al Jenning's Through the Shadows with 0. Henry and this book of my friend, Frank Tannenbaum; books which combine a sane and healthy social point of view with an intimate knowledge of prison life.
