The contributors to this book discuss the new conjunctions that have emerged between foreign policy events and politicized expressions of Russian nationalism since 2005. The 2008 war with Georgia, as well as conflicts with Ukraine and other East European countries over the memory of the Soviet Union, and the Russian interpretation of the 2005 French riots have all contributed to reinforcing narratives of Russia as a fortress surrounded by aggressive forces, in the West and CIS. This narrative has found support not only in state structures, but also within the larger public. It has been especially salient for some nationalist youth movements, including both pro-Kremlin organizations, such as "Nashi," and extra-systemic groups, such as those of the skinheads. These various actors each have their own specific agendas; they employ different modes of public action, and receive unequal recognition from other segments of society. Yet many of them expose a reading of certain foreign policy events which is roughly similar to that of various state structures. These and related phenomena are analyzed, interpreted and contextualized in papers by Luke March, Igor Torbakov, Jussi Lassila, Marlène Laruelle, and Lukasz Jurczyszyn.

Moscow's use of its military abroad in recent years has radically reshaped perceptions of Russia as an international actor. With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.

This illuminating volume provides a new understanding of the subjective identity and public roles of Russia's Europeanized elite between the years of 1762 and 1825. Through a series of rich case studies, the editors reconstruct the social group's worldview, complex identities, conflicting loyalties, and evolving habits. The studies explore the institutions that shaped these nobles, their attitude to state service, the changing patterns of their family life, their emotional world, religious beliefs, and sense of time. The creation of a Europeanized elite in Russia was a state-initiated project that aimed to overcome the presumed "backwardness" of the country. The evolution of this social group in its relations to political authority provides insight into the fraught identity of a country developing on the geopolitical periphery of Europe.
