It is easy for reformers and their overseas advisers to develop conceptually strong plans for health sector reform that appeal to governments, donors, and academics. Transforming these plans into successful action has proved to be extremely difficult. Toward the goal of improving assistance to this sector, the Economic Development Institute (EDI) of the World Bank held a seminar in Ashgabat, Turkmenistan in June 1996. This publication provides a summary of the proceedings and papers presented at that seminar. It was attended by delegations from five countries in Central Asia and from Azerbaijan and Mongolia. The content of this volume emphasizes topics central to the restructuring of health sector financing and health care delivery systems at a time of transition to market economies and to democracy. Ethnic conflict has been the driving force of wars all over the world, yet it remains an enigma. What is it about ethnicity that breaks countries apart and drives people to acts of savage violence against their lifelong neighbors? Stuart Kaufman rejects the notion of permanent "ancient hatreds" as the answer. Dissatisfied as well with a purely rationalist explanation, he finds the roots of ethnic violence in myths and symbols, the stories ethnic groups tell about who they are. Ethnic wars, Kaufman argues, result from the politics of these myths and symbols—appeals to flags and faded glories that aim to stir emotions rather than to address interests. Popular hostility based on these myths impels groups to follow extremist leaders invoking such emotion-laden ethnic symbols. If ethnic domination becomes their goal, ethnic war is the likely result. Kaufman examines contemporary ethnic wars in the Caucasus and southeastern Europe. Drawing on information from a variety of sources, including visits to the regions and dozens of personal interviews, he demonstrates that diplomacy and economic incentives are not enough to prevent or end ethnic wars. The key to real conflict resolution is peacebuilding—the often-overlooked effort by nongovernmental organizations to change hostile attitudes at both the elite and the grassroots levels.

Reexamining Economic and Political Reforms in Russia, 1985–2000: Generations, Ideas, and Changes analyzes the impact of generational changes and ideational changes on major political and economic reforms conducted in Russia during the late twentieth century. This book examines how the policy agenda was shaped by the ideas of the generations’ representatives for the “sixtiers” and “seventiers.” Representatives of the generation of “sixtiers” conducted reforms from 1985 to 1991 and invested major efforts in political liberalization but did not pay enough attention to economic reforms. On the other hand, the reformers from the generation of “seventiers,” who were in charge of policy making from 1991 to 1998, were genuinely oriented toward market building but rather insensitive to the democratization of the political regime. Although present-day Ukraine has only been in existence for something over two decades, its recorded history reaches much further back for more than a thousand years to Kyivan Rus’. Over that time, it has usually been under control of invaders like the Turks and Tatars, or neighbors like Russia and Poland, and indeed it was part of the Soviet Union until it gained its independence in 1991. Today it is drawn between its huge neighbor to the east and the European Union, and is still struggling to choose its own path… although it remains uncertain of which way to turn. Nonetheless, as one of the largest European states, with considerable economic potential, it is not a place that can be readily overlooked. The problem is, or at least was, where to find information on this huge modern Ukraine, and since 2005 the answer has been the Historical Dictionary of Ukraine in its first edition, and now even more so with this second edition. It now boasts a dictionary section of about 725 entries, these covering the thousand years of history but particularly the recent past, and focusing on significant persons, places and events, political parties and institutions as well as more broadly international relations, the economy, society and culture. The chronology permits readers to follow this history and the introduction is there to make sense of it. It also features the most extensive and up-to-date bibliography of English-language writing on Ukraine.
