This study examines ways to increase food security, reduce poverty and achieve economic growth in sub-Saharan Africa with ‘water’ through increased participation of the private sector and publicprivatepartnerships. This report is a summary of the findings from a review of the literature and critical analysis thereof. The ‘private sector’ includes all farmers, farm households, and agriculture-based micro, small and medium enterprises (MSMEs). That is: all entities involved in crop, livestock and fish production and marketing, in post-harvest activities and food processing, and in supply chains for the goods, services and information used in the process. The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

"The poultry production systems of Africa are mainly based on the scavenging indigenous chickens found in virtually all villages and households in rural Africa. These systems are characterized by low output per bird. Nevertheless, over 70 percent of the poultry products and 20 percent of animal protein intake in most African countries come from this sector. Therefore, increased rural poultry production would result in a positive impact on household food security both in increased dietary intake and in income generation. ... Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making. In addition, irrigation systems can have a positive or negative effect on wildlife habitats. Thus, the withdrawal of water affects the rural household, rural economy, and the environment in a number of ways. This paper argues that to ensure efficient, equitable, and sustainable water use, to reduce poverty and improve the well-being of the community, irrigation and water resources policies need to take into account all uses and users of water within the irrigation system. The multiple uses of water in the Kirindi Oya irrigation system are examined in this paper. An interdisciplinary group of scientists have investigated a number of areas including water accounting, water quality, household water use, the valuing of water for alternative uses, and the complementarities, competition, and conflicts among uses and users.

It examines the driving forces of resource consumption: population and economic growth; and the pattern of development, covering technological level, economic structure and the pattern of production and consumption. The policy responses are outlined, including the environmental impact of the important common agricultural policy, the common fisheries policy, regional development and transport and energy policies.
