In California, numerous Hispanic monolingual families with children who qualify for Special Education services experience various types of barriers that prevent meaningful participation in their children's education and IEP development. Barriers include linguistic differences, lack of accurate and accessible information that results in an incomplete understanding of the U.S. education system, poor quality of interpreters, as well as a mismatch between parent culturally-based views of disability and the academically based views of disability by American educators. As a means of identifying any gaps between theory and practice, the researcher specifically observed the experiences of Hispanic monolingual families during the IEP process. The research posits included: (a) Identify how educators can facilitate parental involvement of Hispanic monolingual families in the IEP process; (b) Identify how the existing IEP structures might hinder Hispanic monolingual families' participation in the IEP process and steps educators can take to facilitate such participation; and (c) Examine what Hispanic monolingual families have experienced in the past during the IEP meeting. These questions were addressed and answered through the design and production of a Spanish parent booklet by the author who targeted these specific goals for the support of Hispanic monolingual families. The project Spanish pamphlet describes various aspects of the IEP process, an introduction to special education disability definitions, the summary of parent procedural safeguards, description of the student study team, and education assessment, the IEP team members, the referral process and the evaluation team, and important resources. The development of the project provided needed information and resources to Hispanic parents in their native language.

Parents play an integral role in special education. Federal law establishes numerous protections for parents of students with disabilities throughout the special education processes that take place to ensure students’ needs are individually met. One such guarantee is the right for parents to be equal partners throughout special education decision making, namely the IEP process. The recent increase in the number of students identified as having a disability has resulted in a growing demand for parental resources about the manner in which they can be involved in special education processes. Special education laws and policies are often complex and difficult to navigate, especially for parents with no prior experience with the special education system. Monolingual parents face barriers that often lead to dissatisfaction with decision making outcomes regarding their child’s education. Spanish speaking families face additional barriers that hinder their ability to participate in Special education process. This project addresses the need for resources available in Spanish about the IEP process. The result of this project was the creation of an informational tool entitled Individual Education Program Guide for Parents in Spanish.

According to KidsData (2020), Hispanics/Latinos make up majority of students in California (57.2%) receiving special education services. Research shows that monolingual Spanish speaking families face systemic barriers such as discrimination and lack of knowledge of their rights when navigating special education (Burke et al., 2021). There is current research that supports that parent education/support can empower families to advocate and learn about the many layers of the Individualized Education Plan (IEP) (Magaña et al., 2017). However, there is a lack of research related to workshops for parents attending their child's first IEP meeting or advocacy training (Burke et al., 2019). For these reasons, a culturally sensitive workshop for monolingual Spanish speaking parents was developed. These issues are addressed and while providing information about what to expect during an initial IEP meeting. The workshop is intended to provide terminology, basic parent rights information, and IEP guidelines.
