S. S. Nashville landed 42 sailors and marines, who speed ily restored order. The revolution having succeeded, the United States, through President Roose velt and Congress, recognized the new Republic, and a treaty was negotiated by Secretary Hay in 1903 by which our country paid to Panama, and in return was given the perpetual right to construct and maintain a canal across the Isthmus. Excerpt from The Panama Canal Zone: An Epochal Event in Sanitation Before doing this, however, I wish to forestall an obvious, though natural criticism. Ten days, it must be admitted, are a very insufficient space of time in which to make a study of so considerable and complicated an enterprise as this Panama Canal, -an enterprise with so many different aspects; much less would any observation possible to be made in that time, by one both a layman in engineering and a novice in tropical conditions, suffice for the drawing of inferences of value, or such as would be entitled to consideration. For years Alaska has been a particularly interesting country to me, but after miles of travel in this vast Northern Territory of ours, I was more than ever impressed with its great resources, and the further fact that our governmental policy was crippling and restricting its proper and natural development. I fully believe that Alaska should be made into a colonial possession and not remain a Territory. I also believe that our Government should not engage in railway construction in Alaska, where failure can be the only result.
