Reporting on Forests and Sustainable Forest Management in the Caucasus and Central Asia provides an overview of status and developments in reporting on forests and sustainable forest management in five countries of the Caucasus and Central Asia (Armenia, Georgia, Kazakhstan, Kyrgyzstan and Uzbekistan). This reporting involves looking at forests in the context of the United Nations principles of sustainable development, recognizing the multiple roles forests play in achieving the United Nations Sustainable Development Goals. Criteria and indicators are tools used to define, guide, monitor and assess progress towards sustainable forest management that help our understanding and inform discussions about sustainable forest management. They operate at the global, regional, international, national, subnational, and even at forest management unit levels; and are a basis for informed decision making, establishing national forest policy and facilitating international reporting. A flexible framework of criteria and indicators helps to develop systems adjusted to the capacities, needs, and conditions in which they are applied. This publication provides information about the processes and results of national efforts in building criteria and indicator sets for countries of the region.

This country gender assessment (CGA) for the Republic of Azerbaijan was undertaken as part of FAO and national commitments to promote gender equality while integrating a gender perspective into its operations. The resulting CGA report focuses on the intersections of gender, agriculture and rural development, and presents a snapshot of critical gender-based inequalities and their consequences for agricultural production and rural livelihoods in Azerbaijan. The assessment includes recommendations on enhancing agriculture and developing rural communities with a gender-sensitive perspective, taking into consideration gender roles and differences between women and men in access to productive resources, inputs and information. The process of developing and finalizing the CGA was overseen by the FAO Partnership and Liaison Office in Azerbaijan, within the “Improved food security and rural livelihoods through women’s economic empowerment” (WEP) project in Azerbaijan, funded through the FAO–Azerbaijan Partnership Programme (FAPP).

This text provides a case study into the complexity of tropical high forest in Ghana. It documents the fact that national forest inventories for a long time yielded results that were either over-optimistic about the annual allowable cut or of little use at policy level. Yet, the most important reasons for deforestation and forest degradation stem from market and legislative failures. This has resulted in major government and export revenues foregone, and the capacity of the timber industry has become far higher than the annual allowable cut from forest reserves. Trees outside forest reserves could fill the gap between the timber demand and the capacity of forest reserves. However, sustainable management of trees outside forest reserves requires clear incentives for the actual managers to do so. These managers are the rural people, who also own the land on which the trees grow. Yet, the state owns the trees. Accordingly, the challenge is for the state to replace its old exploitative attitude with a viable production-oriented approach to off-reserve timber resources.
