This report reviews whether the policies and procedures of the Environmental Protection Agency's Science Advisory Board ensure that (1) its peer review panelists are independent and the panels are properly balanced and (2) the public is sufficiently informed about the points of view represented on the panels. GAO found that the policies and procedures used by the staff office to ensure the independence of the Board's peer reviewers and the balancing of viewpoints have limitations that reduce their effectiveness. The staff office has not systematically requested information that is needed to assess the independence and overall balance of viewpoints represented on the panel--such as previous public positions the panelists have taken on the matter being reviewed--until the first meeting, when the panelists have already been chosen. Furthermore, conflicts of interest may not be identified and mitigated in a timely manner. GAO also found that the staff office's policies and procedures for providing the public with information on the backgrounds of the Board's peer review panelists do not adequately inform the public about the points of view represented on the panels.

The Environmental Protection Agency (EPA) formulates rules to protect the environment and public health. EPA obtains advice and recommendations from the Science Advisory Board (SAB) and the Clean Air Scientific Advisory Committee (CASAC) -- two federal advisory committees that review the scientific and technical basis for EPA decision-making. The SAB is required to provide both the EPA Administrator and designated congressional committees with scientific advice as requested. CASAC is required, among other things, to provide advice to the Administrator on national ambient air quality standards (NAAQS). This report examines (1) the extent to which EPA procedures for processing congressional requests to the SAB ensure compliance with regulations; (2) the extent to which CASAC has provided advice related to NAAQS; and (3) policies EPA has to ensure that the SAB and CASAC maintain their independence when performing their work. A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.
