Limited by Design is the first comprehensive study of the varying roles played by the more than 16,000 research and development laboratories in the U.S. national innovation system. Michael Crow and Barry Bozeman offer policy makers and scientists a blueprint for making more informed decisions about how to best utilize and develop the capabilities of these facilities. Some labs, such as Bell Labs, Westinghouse, and Eastman Kodak, have been global players since the turn of the century. Others, such as Los Alamos National Laboratory, have been mainstays of the military/energy industrial complex since they evolved in the 1940s. These and other institutions have come to serve as the infrastructure upon which a range of industries have relied and have had a tremendous impact on U.S. social and economic history. The mission of the National Institute of Standards and Technology (NIST) enables NIST to provide broad support for the advancement of U.S. manufacturing. Research and services supporting manufacturing are intended to be an important component in all of the NIST laboratories. Moreover, since manufacturing is a major part of the U.S. economy, the growth or loss of U.S. manufacturing jobs is a very important issue. Clearly, the successful execution of NIST's programs supporting manufacturing will have a significant impact on manufacturing jobs in the United States. With the multidisciplinary, multisector, and crosscutting nature of manufacturing, the Director of NIST requested that the National Research Council (NRC) assess the manufacturing-related programs at NIST in 2012. Accordingly, a panel of experts was convened by the National Research Council to perform the assessment. The Panel on review of the Manufacturing-Related Programs at the national Institute of Standards and Technology visited the NIST campus in Gaithersburg, Maryland, on March 26-28, 2012. A Review of the Manufacturing-related Programs at the National Institute of Standards and Technology: Fiscal Year 2012 contains the results of the panel's assessment. The assessment considered manufacturing research at NIST broadly, with emphasis on the specific advanced manufacturing areas: Nanomanufacturing (including Flexible Electronics); Smart Manufacturing (including Robotics); and Next-Generation Materials Measurements, Modeling, and Simulation. The area of Biomanufacturing also reviewed as a subset of the Nanomanufacturing review. As is to be expected for programs covering such wide scope, the boundaries among these broad areas are not rigid and there is some overlap among them. On the basis of its assessment, the panel formed the observations and recommendations which are detailed in this report.

Maintaining the health and safety of workers in the United States and globally is accomplished in part by reducing hazardous exposures through the use of personal protective equipment. Personal protective technologies (PPT) include respirators worn by construction workers and miners; protective clothing, respirators, and gloves worn by firefighters and mine rescue workers; and respirators and protective clothing worn by healthcare workers. An estimated 5 million workers are required to wear respirators in 1.3 million U.S. workplaces. For some occupations, such as firefighting, the worker's protective equipment is the only form of protection against life-threatening hazards; for other workers, the PPT is a supplement to ventilation and other environmental, engineering, or administrative hazard controls. In the United States, federal responsibility for civilian worker PPT is integral to the mission of the National Institute for Occupational Safety and Health (NIOSH). This book examines the NIOSH Personal Protective Technology Program (PPT Program) and specifically focuses on the relevance and impact of this program in reducing hazardous exposures and improving worker health and safety.
