This Overall Quality Assurance Project Plan (OQAPP) has been prepared as a component of Delivery Order No. 2 of Contract DAAA15-90-D-0017. The purpose of this OQAPP is to define responsibilities and authorities, and to prescribe requirements for assuring that the remedial investigation (RI) and feasibility study (FS) for Fort Sheridan are planned and executed in a manner consistent with U.S. Army Environmental Center (USAEC), U.S. Environmental Protection Agency (EPA) Region V, and Illinois Environmental Protection Agency (IEPA) quality assurance (QA) objectives. This OQAPP provides guidance and specifications to ensure that: (1) Field determinations and laboratory analytical results are of known quality and are valid, consistent, and compatible with the USAEC chemical database through the use of approved methods, preventive maintenance procedures, calibration and analytical protocols, quality control (QC) measurements, reviews, and audits. (2) Samples are obtained using appropriate, documented procedures; identified uniquely; and controlled through sample tracking systems and chain-of-custody procedures. (3) Records are retained as documentary evidence of the quality of samples, applied processes, equipment, and results.(4) Generated data are validated. (5) Calculations and evaluations are accurate, appropriate, and consistent throughout the project.

Fort Sheridan performed validation of analytical data that were collected during the Phase I Remedial investigation (RI) in 1990 to 1991. As required by the Final Overall Quality Assurance Project Plan Remedial Investigation/ Feasibility Study, Fort Sheridan, Illinois (OQAPP), Environmental Science & Engineering, Inc. (ESE), 1995, the validation was performed in accordance with the U.S. Environmental Protection Agency (USEPA) Contract Laboratory National Functional Guidelines. The results of the validation can be found in detail in the Final Data Validation Report (ECG, April 1996). The data validation process resulted in some of the data being assigned qualifiers "R" (meaning rejected) and "J" (meaning estimated). The significance of these two qualifiers on data usability for the RI was discussed between representatives of Fort Sheridan, USEPA, Illinois EPA, the U.S. Army Environmental Center (USAEC), and ESE. It was determined from this discussion and regulatory comments that resampling of most of the rejected (R-flagged) data would be conducted to replace the Phase I data. Also, at least 10 percent of the J-flagged samples would be resampled/ reanalyzed and compared with the Phase I results to provide an indication of overall data quality.

The purpose of this investigation is to conduct a remedial investigation/feasibility study at the HHA and FTA sites at Fort Meade. As part of the analyses, data gaps will be identified. Previous studies have been conducted by Arthur D. Little, Inc., and EA engineering, Science and Technology, Inc. The RI/FS process is designed to collect sufficient data of demonstrable quality, which can then be used to assess potential risks to human health and the environment, develop/evaluate remedial alternatives, and select a preferred remedial action. In general, data obtained during the RI phase is used to evaluate the nature, extent, and migration of contaminants at sites that are known or believed to have been adversely impacted by past hazardous waste or hazardous materials handling practices. The FS phase evaluates potential remedial action with regard to effectiveness, risk reduction or mitigation, implementability, and cost.

U.S. Army Woodbridge Research Facility (WRF) was used in the past as a major military communications center and a research and development laboratory where electromagnetic pulse energy was tested on military and other equipment. "RF is presently an inactive facility on the Base Realignment and Closure (BRAC) list. Past investigation activities indicate that PCBs are a primary chemical of concern. The WRF is presently in the process of being turned over to the USFWS to be used as a wildlife refuge and training facility. This task calls for provision of the necessary staff and equipment to provide remedial investigation/ feasibility support for the USAEC BRAC Program investigation at WRF. The scope of work includes Focused Feasibility studies, Remedial Investigations, Feasibility studies, ecological assessments, risk assessments, proposed plans, RODS and community relations support. This Sampling and Analysis Plan, Vol II: Quality Assurance Project Plan presents the data quality objectives, proposed laboratory methods for chemical and physical methods, and standard operating procedures for field operations.
