Excerpt from Penology in the United States Municipal Court of Philadelphia alone,1 a little more than one-twelfth of the total number committed in the United States to juvenile institutions during the calen dar year 1910, and more than any one of the forty eight states, with the exception of New York, com mitted to institutions during that year. If all were counted, making due reduction for the repeaters, the total number of criminals who are let loose each year on society would run well over half a million. An army of half a million is large even in these days of gigantic armies. A city of that size has problems that tax the brains of its best men. And this, it must be remembered, is but a cross section of the great stream of humanity which passes yearly through the filter of punishment. Vast governmental machinery, requiring the labor of thousands and costing millions Of dollars, is a burden upon society which could well be spared.2 The suspicion, too, that the machinery of punishment may itself have had something to do with society's failure to shake itself free of this mighty load has led to a serious questioning of the customary methods. A striking feature of modern penology is the similarity in the methods of punishment now employed by the different states Of the civilized world. This is not to be taken as meaning that there is only one form of punish ment. There are, of course, many, depending now on the nature of the criminal and now on the kind of crime.
