Excerpt from Government in the United States: National, State, and Local My aim in the preparation of this book has been to present in an elementary way the leading facts concerning the organization and activities of national, state, and local government in the United States. I have given rather greater emphasis than is customarily done in textbooks of this character to what may be called the dynamics of government, that is, its actual workings, as contradistinguished from organization. Likewise, I have laid especial stress upon the activities and methods of political parties, party conventions, primaries, the conduct of political campaigns, the regulation of campaign methods, and the like. The increasing importance of citizenship has led me to devote a chapter to that subject. To encourage wider reading among students, I have added to each chapter a brief list of references to books which should be in every high school library. The great value of illustrative material as a means of acquainting students with the spirit and actual methods of government is now recognized. For the convenience of teachers, I have therefore added at the end of each chapter a list of documentary and other illustrative material, most of which can be procured without cost and all of which may be used to advantage in supplementing the descriptive matter in the textbook. To stimulate the spirit of research and to encourage independent thinking among students, I have also added at the end of each chapter a list of search questions bearing upon the various subjects treated in the chapter. I am under obligations to a number of teachers for reading the proof sheets of this book and for giving me the benefit of their advice. Excerpt from State and Municipal Government in the United States In spite of the importance and interest of international and national questions of policy and in spite of the rapidly widening sphere of federal legislation and administration the life of an American citizen is affected more often by the agencies of local government than by those of the national government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. To the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. In Missouri there were only colored persons to white. In Tennessee there were colored to white, and three counties had more colored than white. In Arkansas there were colored to white, and in the fourteen counties possessing a majority Of colored out of seventy-eight counties of the State there were white to colored. Texas, thanks in part to a systematic and determined effort in some portions of the State to keep. Out all colored people, had only colored to white, and in only fifteen coun ties Out of two hundred and forty do the colored predominate, with to whites.
