In 1783, the officers of the Continental Army created the Society of the Cincinnati. This veterans' organization was to preserve the memory of the revolutionary struggle and pursue the officers' common interest in outstanding pay and pensions. Henry Knox and Frederick Steuben were the society's chief organizers; George Washington himself served as president. Soon, a nationally distributed South Carolina pamphlet accused the Society of treachery; it would lead to the creation of a hereditary nobility in the United States and subvert republicanism into aristocracy; it was a secret government, a puppet of the French monarchy; its charitable fund would be used for bribes. These were only some of the accusations made against the Society. These were, however, unjustified. The author of this book explores why a part of the revolutionary leadership accused another of subversion in the difficult 1780s, and how the political culture of this period predisposed many leading Americans to think of the Cincinnati as a conspiracy.

The thesis of this study is that the Continental artillery in the American Revolution, despite its ad hoc beginning and wartime challenges, gradually developed into a professional organization by the end of the war. Rather than operational history of the organization, its focus is on the growth of the organization over time, in terms of its cultural beginnings, its doctrinal development, and the leadership and career paths of some of its middle ranking leaders. The first chapter lays out the structural framework and statutory authorizations for the organization. The second chapter describes its early cultural shift from its pre-war legacy of provincialism to a trajectory toward professionalism. This chapter uses a cultural analysis to argue that Washington’s decision to replace the aged Richard Gridley with Henry Knox as the commander of the Continental artillery ushered in a cultural shift away from an older provincial organizational culture to one that sought professionalism. The third chapter portrays the development of a battlefield tactical doctrine described in books that gradually took hold in informal ways. It takes a comparative theory and practice approach to argue that the kernel of an emerging doctrine existed in available European books and from those kernels, a consistent and effective doctrine developed over time. The fourth chapter uses a collective biographical approach to show organizational development in the careers of its middle ranking leaders. The concluding chapter summarizes findings and ties the professionalization of the corps of artillery to the military establishments of the new republic.

The "Critical Period" of American history—the years between the end of the American Revolution in 1783 and the ratification of the U.S. Constitution in 1789—was either the best of times or the worst of times. While some historians have celebrated the achievement of the Constitutional Convention, which, according to them, saved the Revolution, others have bemoaned that the Constitution’s framers destroyed the liberating tendencies of the Revolution, betrayed debtors, made a bargain with slavery, and handed the country over to the wealthy. This era—what John Fiske introduced in 1880 as America’s "Critical Period"—has rarely been separated from the U.S. Constitution and is therefore long overdue for a reevaluation on its own terms. How did the pre-Constitution, postindependence United States work? What were the possibilities, the tremendous opportunities for "future welfare or misery for mankind," in Fiske’s words, that were up for grabs in those years? This dual biography focuses on the lives of two very different men who fought for and settled the American West and whose vision secured the old Northwest Territory for the new nation. The two represented contrasting American experiences: famed military leader George Rogers Clark was from the Virginia planter class. William Croghan was an Irish immigrant with tight family ties to the British in America. Yet their lives would intersect in ways that would make independence and western settlement possible. The war experiences of Clark and Croghan epitomize the American course of the Revolution. Croghan fought in the Revolutionary War at Trenton and spent the winter of 1777–1778 at Valley Forge with George Washington and LaFayette before being taken prisoner at Charleston. Clark, known as the "Hannibal of the West," was famous for his victorious Illinois campaign against the British and as an Indian fighter. Following the war, Croghan became Clark's deputy surveyor of military lands for the Virginia State Line, enabling him to acquire some 54,000 acres on the edge of the American frontier. Croghan's marriage to Lucy Clark, George Rogers Clark's sister, solidified his position in society. Clark, however, was regularly called by Virginia and the federal government to secure peace in the Ohio River Valley, leading to his financial ruin and emotional decline. Croghan remained at Clark's side throughout it all, even as he prospered in the new world they had fought to create, while Clark languished. These men nevertheless worked and eventually lived together, bound by the familial connections they shared and a political ideology honed by the Revolution.

Jean Ternant's life (1751-1833) spanned a period of enormous change in European life. Born when men were still subject to judicial torture, he lived to see the dawn of the railroad age. It was an era of political upheaval: the American Revolution, the "patriot" movement of the Dutch Republic, the Vonckist uprising in the Austrian Netherlands, the French Revolution, the Polish rebellion against Imperial Russia, the Greek war for independence and the struggle for independence in Spain's South American colonies all occurred during Ternant's lifetime. He was an active participant in four of them. The son of a French leather goods merchant, Jean Ternant nevertheless built a public service career in an aristocratic society based on birth and privilege, commanding a regiment in the French army before being appointed minister-plenipotentiary to the United States. His story of public service undertaken for private ends illustrates the value of education and social contacts as well as the importance of luck and circumstances.
