In today's contemporary society, management is criticized for lacking a humanistic side in public organizations. In the absence of this practice, it can affect the ecology of the organization, preclude the members of the organization from persevering, and causes a disservice to stakeholders. Therefore, the purpose of this research study is to identify the factors influencing employee morale, organizational communication, and culture. Also, this study will examine the nature of the relationship between defined variables and management styles. The research strategy is based on mix-method explanatory sequential design whereby collecting quantitative data from a survey, analyzing it, and from those results move forward to build a second qualitative phase of interviews. The study has implications for best management practices achieving a successful implementation of the new work home culture, due to deep-seated cultural practices and norms that are hallmarks of local level governments.
