Beginning in 2006, vocational education experienced significant cuts in federal and state funding. The lack of vocational education programs created a deficit of skilled labor, which is causing a shrinkage in the middle class of the United States of America and large number of skilled technical jobs go unfilled. The purpose of this study is to explore opportunities through Career Technical Education that address the need for skilled labor education. For this study 218 programs at 64 high schools, all in 11 school districts were evaluated. Career Technical Education pathways motivate students to endure difficult subjects because they have a reason to complete high school. Schools that receive Title I funds have a graduation rate that is 20.95% lower than their non-Title I sister schools, in this study. Results from this research indicates high school pathways that culminate in advanced placement courses have dramatically higher graduation rates. Other significant results of this study include that soft skills that are unique to the vocational environment. Soft skills are defined as highly sought-after competencies needed by employers but rarely taught in school. Practice Implications include adopting programs such as Project Lead The Way is an organization that offers standards-aligned programs that culminate in advanced placement courses and offer professional development to support teachers. Policy implications indicate that the state of California must increase funding to Career Technical Education, including science, technology, engineering and math pathways, then follow-up in community college with additional schooling. Vocational education offers opportunities to students of all backgrounds that are unavailable in traditional academics that include hands-on experiences are invaluable to internalizing education and becoming a life-long learner.
